Common tender procedure for the conclusion of a fixed-term employment contract, in order to fill 1 (one) position, which will perform functions corresponding to the category of Senior Technician in the area of Geology, Environmental Sciences, or related.

In compliance with the provisions of paragraph e) of Article 48 of Law No. 24/2012 of July 9 (Framework Law on Foundations) and for the purposes of the provisions of paragraph 4 of Article 30 and Article 33 of the General Law on Labour in Public Functions (LTFP), approved by Law No. 35/2014 of June 20, and paragraph 1 of Article 19 of Resolution of the Council of Government No. 178/2009 of November 24, republished by Statement of Rectification No. 14/2009 of December 2, 2009, and paragraph 1 of Article 19 of the Resolution of the Council of Government No. 178/2009 of November 24, republished by Statement of Rectification No. 14/2009 of December 2, 2009. No. 14/2009, of December 2, it is made public that, by deliberation of November 3, 2022, of the Chairman of the Board of the Gaspar Frutuoso Foundation FP, a public foundation under private law, is open for a period of 10 working days from the date of publication of this notice on the euraxess portal, the common tender procedure for a fixed-term, non-extendable employment contract, for a period of six months, with a view to filling a vacancy in the career and category of Senior Technician with a degree in Geology, Environmental Sciences, or related areas. The contract is part of the research project MAGAT - From MAGma to the Atmosphere - a contribution to develop the next generation of geochemical sensors for real-time monitoring of the movement of magma at depth", Ref. CIRCNA/OCT/0016/2019, funded by Fundação para a Ciência e Tecnologia, I.P. (FCT), exclusively from the State Budget.

1 - Applicable Legislation: Framework Law for Foundations, approved by Law no. 24/2012, of July 9; General Labor Law in Public Functions (LTFP), approved by Law no. 35/2014, of June 20; Labor Code, approved by Law no. 7/2009, of February 12, in its current wording; Resolution of the Government Council no. 178/2009, of November 24, republished by the Rectification Declaration no. 14/2009, of December 2, all diplomas in their current wording.

3 - Place of work: The place of work will be at the Instituto de Investigação em Vulcanologia e Avaliação de Riscos (IVAR) - CAMPUS DE PONTA DELGADA DA UNIVERSIDADE DOS AÇORES, Rua da Mãe de Deus, 9501-855 Ponta Delgada, ilha de São Miguel, Açores.

4 - Job description: the duties to be performed correspond to functional complexity level 3, in accordance with paragraph c) of no. 1 of article 86 of the Portuguese Labour Law (LTFP), for which at least a university degree is required.

The employee will perform functions at the level of Senior Technician, under the scientific supervision of Doctor Vittorio Zanon, and will have as specific duties

1. laboratory work of sample preparation for petrographic and vitreous inclusions analysis, including mineral separation, preparation of double-polished olivines for microanalysis and for the study of vitreous inclusions and, preparation of thin slides;

2.Material preparation and analysis of volatile components, particularly with respect to gaseous emissions from fumaroles and diffuse degassing areas;

3.Support in the preparation of scientific papers and in the operation and maintenance of laboratory equipment.

The contract is valid for six months, not extendable.

5 - Scope of recruitment: The recruitment is carried out under the terms of paragraph 4 of article 30 of the LTFP, for workers with or without an employment contract, through a tender procedure.

6 - Remuneratory position: the remuneratory position of the recruited worker will correspond to the 2nd remuneratory position of the Técnico Superior career, in the terms of Regulatory Decree no. 14/2008, of 31 July, corresponding to remuneratory level 16 of the Single Remuneration Table (Ministerial Order no. 1553-C/2008, of 31 December, updated by Decree-Law no. 10-B/2020, of 23 March).

7 - Academic Qualifications required: Degree, in accordance with article 34 of LTFP, in Geology, Environmental Sciences, or related areas, corresponding to functional complexity level 3, in accordance with the provisions of paragraph c) of no. 1 of article 86 of LTFP, with no possibility of substitution of the qualification level by training or professional experience.

8 - Selection methods and criteria: in the terms referred to in no. 8 of article 6 of Regional Legislative Decree no. 26/2008/A of July 24, as amended by Regional Legislative Decree no. 12/2018/A of October 22, the selection methods to be used are Curriculum Evaluation (CA) and the Oral Knowledge Test (PCO), according to the following formula:

Final valuation = 0,30 x AC + 0,70 x PCO

The final evaluation of the candidates will be expressed on a scale from 0 to 20, with the value given to the hundredths.

8.1- Curriculum Evaluation (CA): aims to analyse the candidates' qualifications, namely their academic or professional qualifications, professional career, relevance of the experience acquired and the training carried out, type of duties performed and performance evaluation obtained.

AC= (2HA + 2FP + EP + LE)/4, where:

HA = Academic Habilitation: where the holding and classification of academic degree is weighted:

(a) Minimum qualification required, undergraduate degree in Geology, Environmental Sciences, or related areas, with an average less than or equal to 14 out of twenty ------------------------------------------------------------------14 values

b) Minimum qualification required, a degree in Geology, Environmental Sciences, or related areas, with an average higher than 14 and lower or equal to 16 out of 20 --------------------16 values

FP = Professional Training: considering the areas of training and professional improvement related to the requirements and skills needed for the exercise of the function:

EP = Professional experience: considering and weighting its existence or inexistence, in the performance of activity different from or equal to that developed in the scope of the position to be filled, namely the development of scientific activities associated with a research project or research and development services in the areas of geochemistry of volcanic rocks and gases:

8.2 - The Oral Knowledge Test (OCP) aims to assess the candidates' academic and/or professional knowledge and the technical skills required to perform a specific job.

For each Oral Knowledge Test (OCP) an individual sheet is prepared, containing a summary of the topics covered, the evaluation parameters and the marks obtained in each of them, duly substantiated.

In the Oral Test (OCP) the scale of 0 to 20 points will be adopted, with a mark to the hundredths.

9 - Candidates who fail to attend the Oral Knowledge Test (OCP) are deemed to have withdrawn from the competition; similarly, candidates who score less than 9.5 in the OCP will be excluded from the procedure and will not be invited to the Oral Knowledge Test (OCP).

10 - In situations of equal value apply the provisions of Article 35 of Resolution of the Council of Government No. 178/2009 of 24 November.

11 - In accordance with paragraph t) of Article 19 of Resolution of the Council of Government No. 178/2009 of 24 November, the minutes of the jury, which include the parameters of the evaluation and respective weighting of each of the selection methods to be used, the grading scale and the system of final assessment of the method, are available to candidates upon request.

12 - Exclusion and notification of candidates: In accordance with the provisions of paragraph 1 of Article 30 of the Resolution of the Council of Government No. 178/2009 of 24 November, the candidates excluded will be notified for the hearing of interested parties.

12.1 - The candidates admitted will be called by notification of the day, time and place of the selection methods, in accordance with Article 32 and by one of the ways provided in paragraph 3 of Article 30 of Resolution of the Government Council No. 178/2009 of 24 November, preferably by email.

13 - Employment Quotas: The provisions set forth in no. 3 of article 3 of Decree Law no. 29/2001, of February 3, adapted to the Region by Regional Legislative Decree no. 4/2002/A, of March 1, will be observed. The disabled candidate has preference in equal classification, which prevails over any other legal preference. To this end, candidates should declare in the application for admission, under oath, their degree of disability, the type of disability and the means of communication / expression to be used in the selection process

14 - Period of validity: The tender procedure is valid for one year.

16- Formalization of applications: Applications should be submitted in digital format and addressed to the president of the jury, with the external reference "competitive application procedure for a fixed-term employment contract, research project with ref. CIRCNA/OCT/0016/2019".

17- The application must be accompanied by the following documents, under penalty of exclusion:

i. Photocopy of the citizen card or identity card and NIF.

ii. Legible photocopy of the academic qualifications certificate;

iii. Proof of professional training attended;

iv. Detailed and updated curriculum vitae, dated and signed by the candidate, including professional experience and training; and

v. Other documents, considered relevant for the analysis of the application.

18 - False statements made by candidates will be punished in accordance with the law.

19 - Candidates should submit applications and supporting documents, addressed to the President of the Jury, through the email address [email protected] with knowledge to [email protected] , by the last day of the competition opening period.

20 - The Jury has the right to demand that any candidate present supporting documents for the declarations he/she has made under oath and for the information he/she considers relevant to the procedure.
