By decision of February 16, 2024, of the Board of Directors of the National Laboratory of Energy and Geology, LNEG, I.P., for a period of 10 working days, starting the next day of publication of Aviso 5128/2024, on the Official Journal, on March 11, 2024, an international selection contest for the recruitment of a doctorate, in the form of a fixed-term employment contract in public functions, for a period of 36 months, eventually renewable for periods of 1 year, for the exercise of scientific research activities in the scientific area Energy in Built Environment , in the Wegenerate, Sherlock, Re-Value, and nZeb Ready projects.

Remuneration is fixed according to the category of Assistant Researcher, in accordance with theapplicable provisions of Portuguese legislation, namely Article no. 15 of RJEC and Decree-Law no.11-A / C 2017. The values correspond to the intermediary remuneration level between classes no.53 and 54 of the remuneration table, approved by Portaria no. 1553-C/2008, 31st of Decemberwhich corresponds to the gross value of 3 427,59 Euros.

Activities to be performed

1. The following activities must be performed using techno-economic and social analysis approaches:

a) Identify and analyze integrated urban planning and design solutions that can be adopted to achieve climate neutrality and significantly reduce GHG emissions within the scope of the project "Re-Value, Re-Valuing Urban Quality and Climate Neutrality in European Waterfront Cities" with reference 101096943, financed by the Commission's Horizon Europe Program budget. The tasks to be carried out include:

  • Identify solutions to achieve climate neutrality in the pilot areas of the follower city Cascais, taking into account the 6 systemic challenges proposed by the project: Systemic changes in governance, regulatory structures, advocacy, Cultural and spatial quality, Financial and circular value chains, Data-driven cooperation, Energy and mobility, Natural solutions;
  • Design and implementation of tools for modeling decarbonization trajectories at a municipal scale, taking into account socioeconomic scenarios, inventories of greenhouse gas (GHG) emissions, spatialized analysis of renewable energy potentials; techno-economic analysis of mitigation options and mapping of emissions using Geographic Information Systems (GIS), analysis of the building stock in pilot areas;
  • Analysis of the impact model of identified solutions and measures;
  • Contribute to the construction of scenarios for the portfolio of design and urban planning approaches in the city of Cascais;
  • Accompany pilot cities and their replication teams to build investment and partnership models for their coastal city pilot cases and their long-term Territorial Transformation Plans in Phase 2 (CPs) and Phase 3 (CSs), contribution to the Plan RC's updated long-term Territorial Transformation Framework for climate neutrality by the end of 2050;
  • Contribution to the development of a Detailed Roadmap for the Implementation of urban solutions in coastal cities;
  • EU replication beyond Replication Cities - Connection with the Cities Mission, cooperate with the NetZeroCities (NZC) platforms, the EU Cities Mission and the corresponding national platforms.

 

b) Analyze urban regeneration solutions with a special focus on the built environment within the scope of the Project “WeGenerate, Co-creating People-Centric Sustainable Neighborhoods through Urban Regeneration" with reference 101123546, financed by the budget of the European Commission's Horizon Europe Programme, which aims to develop and test an urban regeneration model and methodology where citizens are the main actors and actively contribute to urban regeneration processes applied to neighborhoods sustainable, resilient, inclusive and accessible. In addition to the tasks foreseen under the Re-Value project, the tasks to be developed include:

  • Analyze and characterize the built environment in the four neighborhoods under analysis;
  • Characterize the buildings (one type or several) in the social neighborhood. Assess the quality of the built environment and indoor comfort conditions, characterize the RES potential, analyze the best solution packages for a sustainable built environment with a special focus on accessible renovation and energetic communities. Develop archetype(s);
  • Develop the Urban WeGeneration Action Plan and Implementation Roadmap for each Demo in collaboration with Demo partners.

 

c) Analyze and contribute to the studies of the circular economy and energy renovation in the urban and built environment context in accordance with activities planned within the scope of the Sherlock project “Supporting the Energy Transition of the Building Stock” with reference 101105629-2022.

d) Support awareness-raising and training activities in the field of energy efficiency and integration of renewables in the built urban environment, activities foreseen within the scope of the nZEB Ready Enhancing Market Readiness for nZEB implementation project with reference 101033733, and in the projects referred to in points a) and b).

 

2. Other activities:

  • Support Project management activities at LNEG:
    • Quality check process, ensuring actual and timely implementation of the activities and quality of the deliverables;
    • Coordinate Cascais’ activities, partners and stakeholders across Tasks and WPs;
    • Organize regular meetings to ensure effective and efficient daily management and risk mitigation. Facilitate dialogue with all stakeholders to ensure smooth and successful implementation;
  • Prepare scientific publications;
  • Organize / participate dissemination and discussion activities for both partial and final results for different types of audiences;
  • Contribute to the establishment and/or participation in national and international scientific collaborations.
  •  

    3. Requirements for application and desired profile

    a) National, foreign and stateless candidates who hold a doctorate degree in Engineering, Environment, Economics, Systems Analysis, Energy or related areas relevant to the project, and holders of a scientific and professional curriculum that reveals a profile suitable for the activities to be developed, namely: previous knowledge/experience in the area of energy transition in a decarbonization context, including publications in that area; or previous knowledge/experience in the area of energy systems analysis from a techno-economic, social and environmental perspective, including publications in that area.

    If the PhD degree has been conferred by a foreign higher education institution, the degree has to obey to the established in the Portuguese Decree Law no. 66/2018, of the 16th of August, and related legislation (namely Decree Law no. 60/2018, of the 3rd of August), and any formalities there established need to be completed until the date where the contract is signed.

     

    b) The generic requirements for candidate’s admission to this call are defined in Article no. 17 of LTFP (Portuguese General Law for Working in Public Function or “Lei Geral do Trabalho em Funções Públicas”), which are complemented with the specific requirements defined in the previous point.

     

    c) The following are considered preferential factors for candidate evaluation:

    (i) familiarity with modeling tools focusing on the holistic analysis of energy systems in the urban context;

    (ii) previous knowledge/experience in applying quantitative and qualitative skills to analyze energy systems and technological transition;

    (iii) previous knowledge/experience in using GIS, preferably ArcGIS, for mapping renewable energy potentials;

    (iv) experience in developing or applying quantitative modeling techniques, together with familiarity or strong interest in applying the aforementioned capabilities in the context of climate mitigation. High-level analytical skills and the ability to develop and apply new concepts are required;

    (v) previous knowledge/experience in analyzing energy efficiency in the built environment;

    (vi) excellent written and verbal communication skills in English;

    (vii) ability to deal with a wide range of people from different educational and cultural backgrounds and to work autonomously and as part of a team;

    (viii) command of the Portuguese language.

     

    5. Workplace

    The workplace shall be at LNEG, SolarXXI building – Estrada do Paço do Lumiar, 22 1649, Lisbon, Portugal.

     

    6. Remuneration

    Remuneration is fixed according to the category of Assistant Researcher, in accordance with the applicable provisions of Portuguese legislation, namely Article no. 15 of RJEC and Decree-Law no. 11-A / C 2017. The values correspond to the intermediary remuneration level between classes no. 53 and 54 of the remuneration table, approved by Ordinance (Portaria) no. 1553-C/2008, 31st of December, which corresponds to the gross value of 3 427,59 Euros.

     

    6. Applicable legislation

    The following legislation is applicable:

  • Decree Law nº 57/2016 of August 29, which approved the regime of PhD contracting with the purpose of stimulating scientific and technological employment in all areas of knowledge (RJEC);
  • Decree-Regulatory nº. 11-A / 2017, of December 29, which regulates the remuneration levels of contracts entered into under Decree-Law No. 57/2016 of August 29;
  • General Labor Law in Public Functions (LTFP), approved in annex to Law no. 35/2014 of June 20, in its current version;
  • Decree-Law Nº 124/99, of April 20, which approved the Statute of the Scientific Research Career.
  • Under the terms of Article 16 of Decree-Law no. 57/2016, of August 29th , the present procedure is exempt of the authorization by two members of Government responsible for the areas of Finance and Public Administration, namely the procedure of recruitment of workers in situation of requalification, referred to in article no. 265 of LTFP.

     

    7. Jury compostion:

    According to Article no. 13 of the RJEC, the jury of the call procedure has the following composition:

    • President: Doutor Helder Gonçalves, Presidente do LEN;
    • 1st member: Doutora Laura Aelenei, Investigadora Auxiliar do LNEG;
    • 2nd member: Doutora Justina Catarino, Investigadora Auxiliar do LNEG;
    • 3rd member: Doutora Maria João Brites, Investigadora Auxiliar do LNEG;

    Alternate Member: Doutora Teresa Simões, Investigadora Auxiliar do LNEG.

     

    8. Evaluation of applications

    8.1. Under the terms of article no. 5 of the RJEC, candidate selection is performed through the evaluation of performance regarding both scientific performance and working experience. This takes into consideration the relevance, quality and timeline of candidates’ scientific outputs and working experience, considering the goals of the CON2STRUCT research project, as follows (in descending order of importance):

  • Scientific outputs over considered most relevant by the candidate and related to the area of the call;
  • Research activities considered to be of greatest impact by the candidate and related to the area of the call;
  • Activities of knowledge extension and dissemination considered of greatest relevance by the candidate and related to the area of the call;
  • Management activities of scientific & technology and innovation projects/programs, or experience in observation and monitoring of the scientific & technological / higher education system, in Portugal or abroad.
  •  

    8.2. The evaluation criteria, in descending order of importance, are:

     

    a) Adequacy and merit of the academic curriculum of the candidate taking into account the area of the call and requirements/profile mentioned in a), b) e c) of point 3;;

    b) Previous relevant experience (including R&D projects and scientific publications in the project domain) considering the requirements and profile mentioned in a), b) e c) of point 3;;

    c) Interview [only to selected candidates based on criteria a) and b) of point 8.2].

     

    8.3. The final classification system of candidates is expressed by the following formula:

              Total: 0,5×A+0,40×B+0,10×C

    In which:

    A is the classification between 0 and 5 obtained in criteria 8.2 a);

                B is the classification between 0 and 5 obtained in criteria 8.2 b);

                C is the classification between 0 and 5 obtained in criteria 8.2 c).

     

    9. In the case of the "selection value" being less than 3.3 points, the jury may give the contest by closed and start new tender procedure.

     

    10. The jury deliberates through nominal voting based on the selection criteria adopted and published, no abstentions being allowed.

    11. The meetings of the jury are registered in minutes, which contain a resume of the meeting, as well as the votes issued per each one of the members and respective reasons, being supplied to the candidates whenever requested.

     

    12. Upon conclusion of the application of the selection criteria, the jury proceeds with the elaboration of the list ranking the approved candidates with the respective classification.

     

    13. The final deliberation of the jury is homologated by the President of the institution, who also has the powers to contract the selected candidate.

     

    14. Application procedure:

    14.1 The applications are formalized upon request, addressed to the President of the National Laboratory of Energy and Geology, which includes the identification of this notice, full name, names of parents, number and date of identification document card, Citizen's Card, or civil identification number, tax identification number, date and place of birth, marital status, profession, residence and contact address, including e-mail address and telephone contact.

     

    14.2 The application is accompanied by documents supporting the conditions established in point 8 and 9 for admission to the present competition, in particular:

  • Copy of PhD certificate or diploma;
  • Curriculum Vitae detailed and structured according to the items in points 3 and 8;
  • A motivation letter (with a maximum extension of 750 words) describing the suitability of the candidate and the relevance of his/her scientific trajectory to the this position, drafted in the English language;
  •  Indication of at least two contacts from whom references about the candidate may be requested;
  • Other documents relevant for the evaluation of competence in similar scientific areas.
  •  

    14.3 The candidates are requested to send their applications and supporting documents, preferably in PDF format, to the e-mail [email protected] or in person at the LNEG campus of Alfragide, located at Estrada da Portela, Bairro do Zambujal, Alfragide, during the opening hours, or by post to the same address. When sent by mail, it must be registered, with notice of reception, and posted until the last day of the deadline for the application, which is fixed in 10 working days after publication of this Notice, 11th March 2024.

     

    15. The candidates whose application is not correctly formalized or who do not prove the requirements referred in the present competition are excluded from admission to the competition. The jury has the right to demand from any candidate, in case of doubt, the presentation of documents supporting their declarations.

     

    16. False declarations provided by the candidates are punished by law.

     

    17. Publication of the results: The list of candidates admitted and excluded, as well as the final classification list, are published on the electronic page of LNEG, www.lneg.pt . The candidates are notified by email with a delivery receipt notification.

     

    18. Preliminary Hearing and Final Decision: Under the terms of article 121 of the Administrative Procedure Code the candidates have, upon notification, 10 working days to comment. After the deadline of 10 days counted from the deadline for the submission of applications, the final decisions of the jury are issued.

     

    19. The present competition is aimed, exclusively, at filling the vacancy indicated, and can be terminated until the homologation list with the final order of the candidates expires with the respective occupation of the job on offer.

     

    20.
