An external call of international selection is launched for recruitment of two assistant researchers in the scientific field of Structures, integrated in the staff of LNEC.

This notice has been prepared in compliance with article 24 (1), of Decree-Law no. 124/99, dated 20 April.

3 – Nature of the competition

The competition consists of the assessment of the curriculum vitae and scientific work of the candidate(s)

3 – Functional content

The assistant researcher shall be responsible for carrying out, on a regular basis, apart from the research and development activities established in article 5 (1) of Decree-Law no. 124/99, other scientific and technical activities integrated in the competences of this National Laboratory, such as:

• Supervising higher education students’ theses, namely graduation, post-graduation, Master’s, and Doctoral theses;
• Disseminating and publishing non-confidential results of the scientific and technical activity carried out;
• Carrying out the functions for which he/she has been elected or appointed and participating in the sessions of LNEC’s collegiate bodies.

9 – How to apply

Completion of the application form available in the Recrutamento page, on LNEC’s website, with clear indication of the reference of the competition/scientific area of application and enclosing the following documents:

• Curriculum vitae;
• Copy of documents supporting the academic and professional qualifications;
• Candidates holding a doctoral degree awarded by foreign higher education institutions must present a supporting document recognizing that degree as comparable to the ones awarded by Portuguese universities, in compliance with the provisions of Decree-Law no. 66/2018, dated 16 August, and Dispatch no. 33/2019, dated 25 January, subsequently amended and republished in annex to Dispatch no. 43/2020, dated 14 February;
• Originals or copies of all publications written by the candidate or produced in joint-authorship, mentioned in the curriculum vitae, in digital format (pdf files); should the presentation of these documents be impossible in this format, copies in paper will be accepted.

The candidates from LNEC’s staff are exempted from producing the documents they claim to be and are indeed included in their personal file.

The research activities shall be carried out at the Structural Monitoring Unit of the Structures Department (DE), without prejudice to the possibility of carrying out activities in other units and performing temporary missions in Portugal or abroad.

holders of a doctoral degree in the scientific field of Structures or in a scientific field deemed by the Scientific Board as related to such field, or also holders of a doctoral degree in another area but with a relevant scientific curriculum in the field of this competition (article 10, (1), of Decree-Law no. 124/99).

Preferential conditions

Candidates must be proficient in the Portuguese language.

12 – Benefits

The base remuneration, if not entitled to a higher one, corresponds to € 3 427.59 or € 2 285.06, depending on whether the functions are carried out under exclusive dedication or on a full-time basis.

The working conditions and the social benefits are the ones generally in force for Public Servants working under a fixed-term contract in public functions.

13 – Eligibility criteria

The candidates must state the scientific area in which they are integrated. As per the provisions of paragraph j), (2), of article 24 of Decree-Law no. 124/99, and as refers to the candidates holding a degree in a scientific area different from the one included in the present notice, their applications will be admitted if the candidates produce evidence that, at the time of application, they have requested the Scientific Board of this National Laboratory to either consider their degree, for the purposes of this competition, as qualification in a scientific field related to Structures, or to consider the time of service provided in a certain scientific area as service provided in a related scientific field.

The jury is entitled to require to the former service or organization where the candidate(s) have carried out or still carry out functions, or to the very candidate(s), the professional or academic information deemed as relevant.

15 – Selection process and criteria

The competition shall be based on the evaluation of the curriculum vitae and scientific work of the candidate(s), which are by unanimous decision, the ones listed below, their selection and ranking being done on basis of the aspects as follows:

• Quality of the scientific and technical work (TCT) based on dully documented publications, namely MSc or doctoral dissertations or equivalent, articles published in scientific journals, proceedings from congresses or other scientific meetings, books or book chapters and reports;
• Professional experience (EP) in the scientific field of the competition, including, activities related with design, development, and execution of research and development projects, technical reports, expertise, audits, tests and other activities within the framework of this scientific field;
• Contribution to scientific supervision and training activities (OC&AF) and to the diffusion of knowledge (teaching activities, delivering lectures and conferences);
• Professional training (FP) based on the attendance to courses and seminars;
• Participation in science and technology management activities and provision of services in the community (PAG&PSC).

The final score (CF) shall be obtained from the following formula:

CF = 0,45 TCT + 0,30 EP + 0,15 OC&AF + 0,05 FP + 0,05 PAG&PSC

Where TCT, EP, OC&AF, FP, PAG&PSC are the classifications of the indicated parameters, rounded off to the nearest unit, in a 0 to 20 scale. The final classification (CF) shall be determined to one decimal point by symmetric rounding, in a 0 to 20 scale.

The classification TCT corresponds to the following ratings:

• 19 to 20 – Excellent;
• 17 to 18 – Very good;
• 14 to 16 – Good;
• 10 to 13 – Satisfactory;
• 0 to 9 – Unsatisfactory.

The classifications EP, OC&AF, FP, PAG&PSC correspond to the following ratings:

• 19 to 20 – Fairly relevant;
• 14 to 18 – Relevant;
• 10 to 13 – Marginal;
• 0 to 9 – Insignificant.

The candidates with final score higher than or equal to 13.5 are approved in absolute merit and the candidates with final score below 13.5 are rejected.

The ranking according to relative merit is sorted in descending order of the final classification.

The lists of admitted and excluded candidates as well as the final score of the competition, after approval, shall be notified and published on LNEC’s website in the Recrutamento page.

16 – Interview

To obtain further information or clarification regarding the elements included in the candidates’ curricula, the evaluation mentioned in the previous paragraph may be complemented by an interview, which will neither constitute a selection method nor will it be ranked.

• Applicable Law:

The present competition is subject to the provisions of Decree-Law no. 124/99, dated 20 April, Lei Geral do Trabalho em Funções Públicas (LTFP) (Labour Code in Public Functions) approved by Law no. 35/2014, dated 20 June, in its current version, and additionally by Ministerial Order no. 233/2022, dated 09 September.
