About the position

Inland School of Business and Social Sciences , The PhD programme Innovation in Services - Public and Private (INSEPP) invites candidates to apply for a 3-year PhD research fellowship to work within the broad field of innovation studies with particular attention to developing regional capabilities (with public and private actors) in preparedness and crisis management with an ICT focus.

Depending on the department`s needs, and the candidate`s competence and desires, the position may be transformed into a four years position with 25% teaching duties.

The purpose of the PhD Research Fellowship for the admitted candidate is to undergo a research training programme that leads to the successful completion of a doctoral degree. The selected applicant will be expected to complete the PhD programme in 2026.

The successful candidate is required to submit a proposal of a doctoral research training programme that is approved and agreed upon no later than 3 months after the date commencement. The University will assist the selected candidate to formulate this agreement.


About the project

The PhD project is expected to investigate and develop knowledge on development of regional capabilities, and preparedness and ICT as drivers for innovation. The PhD candidates will be associated with the research groups Preparedness, crisis management and societal safety and security and Shrinking societies. The research groups will facilitate a research environment including leading milieus in preparedness, crisis management, innovation and regional development and access to relevant networks in the region of Inland Norway.
The following description provide information about the different fields of study:

We are seeking a candidate with particular attention towards the role of preparedness and ICT in regional innovation processes. Examples of study topics can be: 1) What are the prerequisites for the development of a regional ICT capability for the management of incidents and crises where several actors (public and private) and management levels must cooperate? 2) In what way is regional innovation a prerequisite for, or consequence of, the development of such a capability? The capabilities in question may be ICT for the support of preparedness and crisis management in general, or preparedness and management of ICT security incidents and crises.

We are looking for candidates that are highly motivated for research in the fields of innovation theory and regional development, preparedness and crisis management, and digitalization and ICT within the social sciences.


Qualifications

Qualifications and personal skills

  • The person to be appointed must have a master’s degree with good grades and of relevance for the announced position.
  • The master’s degree must be composed of 120 ECTS, including a master's thesis of at least 30 ECTS cf. the Norwegian Agency for Quality Assurance in Education’s (NOKUT)  requirements for admission to PhD-education at Norwegian universities and INN’s PhD regulation. 
  • Applicants with a master’s degree from universities abroad, must attach “Recognition of foreign higher education” from NOKUT. Instructions on how to get this master’s degree assessed and approved are given by NOKUT, cf. https://www.nokut.no/en/services/recognition-of-foreign-higher-education/
  • Expertise in relevant ICT applications.
  • Language proficiency: Oral and written English is required. In addition, it may be necessary to have command of a Nordic or Scandinavian language.
  • Ability to work independently and purposefully but also have a command of co- operation on research tasks and publishing

Evaluation of candidates for the position will be based on a total assessment of educational background, experience and personal suitability, as well as motivation and other eligibility requirements, as defined in the advertisement. In addition, the following will be emphasized: quality of the project description, documented independent research and development work or experience relevant to the project.

  • Proposed project description of the study (max 8 pages, including references), outlining its academic relevance, methods, challenges and possibilities, and containing a tentative progression plan. The project description must be written in English. The project description plays an important part in evaluating applicants and must show how the project will lead to a successful completion
    of a doctoral degree within four years.
  • CV detailing your relevant educational background and experience (registered in Jobbnorge's form).
  • Certified copies of transcripts and diplomas for the whole bachelor and master’s degree. An English translation of all education
    documents is required unless the documents are in Norwegian.
  • The names and contact information for two referees.
  • A copy of the master thesis (in PDF)
  • Any other documentation you would like us to consider.

We offer
  • An exciting and challenging position at a developing institution
  • Position is paid and placed in position code 1017, PhD candidate in the Government Salary Scale, a start pay grade of 54 (NOK 501 200,- p.a). If 4 years with 25 % teaching duties is agreed upon, 25 % will be remunerated according to the appropriate level for a teaching position, on the basis of an evaluation of relevant qualifications. For particularly qualified candidates, placement and salary can be agreed in position code 1378 PhD candidate.
  • Membership in the Norwegian Public Service Pension, with among other things, good pension and insurance schemes.
