Position Overview

We are seeking an aspirational IT leader looking to make their mark and lead our planning and project delivery team within the IT Services department and across Massey University.

We are about to design and implement new operating model. The CIO is looking to build a talented, energetic and enthusiastic senior leadership team for this critical component of the University’s operation.

This is a full-time position and while the team is based on our Palmerston North campus the role could be based at our Wellington campus.

Mō tēnei tūranga mahi | About this role

The Head of Planning & Delivery leads the planning and oversees delivery of all capital works for the Information Technology Services department (‘ITS’). This will include ITS-led activity and the contribution of ITS to projects/programmes across the University for the benefit of the University’s staff and students. The position also acts the single-point of coordination for ITS to ensure a joined-up approach to financial management and resource planning across the department. 

The position oversees the Project Management Office and a mix of internal and contract project and programme managers in addition to analysts with responsibility for governance, quality, and performance monitoring, financial reporting, and advice. 

The Head of Planning & Delivery will raise the maturity and capability of ITS to manage the planning & delivery of multiple concurrent initiatives, increasing the speed and reliability in delivering meaningful change and benefits to the University. 

Āu Mahi | What You Will Do

  • Developing and applying a management framework to define and deliver a portfolio of programmes, projects and/or ongoing services.  
  • Providing support and guidance on portfolio, programme and project management processes, procedures, tools and techniques.
  • Estimating the demand for people and skills and planning the supply needed to meet that demand. 
  • Assessing the attractiveness of possible investments or projects. 
  • Ensuring methods and tools are adopted and used effectively throughout the organisation. 
  • Influencing stakeholder attitudes, decisions, and actions for mutual benefit. 
  • Improving team performance by developing the performance of individuals and workgroups to meet agreed objectives with measurable results.  
  • Enhancing employee engagement and ways of working, empowering employees and supporting their health and wellbeing. 

Ko koe tēnei | Who You Are  

You will have the following skills, expertise, and experience:

  • A tertiary qualification in an IT or business management subject, or equivalent extensive industry experince. 
  • Industry recognised certification in Project Management, Programme Management, Portfolio Management, and/or P3M at a practitioner or manager level.  
  • Recent experience in senior leadership roles within an IT department with broad responsibility for a portfolio of project/programme activities and responsibility for financial and workforce planning. 
  • Minimum 10 years’ experience within IT or IT-related positions, with a deep background in managing the delivery of technology projects and programmes. 
  • Experience in establishing and improving governance and management practices for projects, programmes and portfolios, tailored to the needs of the organisation. 
  • Proven track record of managing and successfully delivering technology projects and programmes using both internal and external project resources and managing vendor/partner resources. 
  • Demonstrable familiarity with current strategic issues facing IT departments (preferably in a university or NZ government context). 
  • Experience in business services and process improvement.
