Regional Quantum Programme Manager

Quantum Delft is the largest quantum ecosystem in the Quantum Delta NL (QDNL) community. Consisting of the mission-driven research institute QuTech and other departments with the TU Delft, as well as TNO, and a collection of startup / scale-up companies, it is a rapidly growing ecosystem.

At Quantum Delft, we act as a network organisation to connect academia to the quantum industry. We support the emergence of start-up companies out of the TU Delft, finding them housing and securing access to high-tech facilities that they need. We actively try to connect the quantum industry to other industries to help expand the application or early quantum technologies.

Today we are looking for a Regional Program Manager to join us! In this role you will work in a flexible and agile organisation with a start-up mentality. At this moment, we are a team of 3 international people working together closely to growth the quantum community.

As the Regional Program Manager, you will be the linking pin between the region’s other programs – Quantum Leiden and Quantum for Business. You will report to the Director of Quantum Delft. The regional stakeholders will be clients who are informed twice-yearly of the program’s plans and outcomes.

Your main responsibilities will be to develop a strategic plan for quantum activities in South Holland by:

• Connecting the three regional programs (Quantum Delft, Quantum Leiden and Quantum for Business) more closely, by familiarising themselves with these operations and finding new connection points for activities, projects or initiatives. 
• Acting as an account manager to the other regional stakeholders (PZH, MRDH, IQ) and municipalities.
• Preparing quarterly 1 on 1s with them to learn of their interests and where they would like to see projects being developed.
• Identify funding opportunities from the national growth fund program (coordinated by QDNL) and EU programs that could support activities within the region.
• Being aware of large-scale infrastructure projects, like building a quantum internet network, and how to connect this to important regional players (e.g. the Port of Rotterdam).
• Chairing a monthly update meeting for the regional stakeholders, where the three programs can provide relevant news to interested parties, and get input from the stakeholders.
• Connecting existing organisations in the region that are closely linked to quantum technologies already (e.g. HSD in Den Haag and the associated cyber security industry; Erasmus Life Sciences campus in Rotterdam) to build closer relationships and potentially develop joint programs and support development of pilot projects.

• Academic or HBO.
• Some workable knowledge of engineering, computer science or physics, knowledge of associated high-tech industry (e.g. semi-conductors) would be a bonus.
• >3 years' experience as an Account Manager or Program Manager, preferably in an academic or high-tech environment, however PhD graduates from a relevant field with limited work experience will be considered.
  
• Good communication skills in both English and Dutch, both orally and in writing.
• Experienced in working with local governments and regional stakeholders and finding connections between different organisations (public and private).
  
• Experienced in writing business cases and funding applications.
• Project management certification, is a bonus.
• Strong analytic and planning skills.
• Driven personality with sense of initiative and can-do mentality.
• Inventive and conceptually skilled, out of the box thinker.
• Decisive and natural connector of opposites, finding common grounds, professional networker.

Your contract will be with Delft University of Technology (TU Delft). You would be assigned to the Quantum Delft team. You would be expected to work at least 1 day a week at Leiden, physically connecting with the Quantum Leiden team.

This offer contains a temporary appointment (0.8-1 FTE) for 2 years with the potential for a permanent contract. The UFO Profile is that of Project Manager 3 (scale 11-12). The full-time salary based on VSNU-CAO Scale 11 & 12 ranges from 3.974 to 6.181 euros monthly on full-time basis. The actual salary will be based on your knowledge and relevant work-experience. Full-time means 38 working hours per week.
