Description

The NAVISP Element 2 Manager will be deployed in the NAVISP Programme Office, in the Future Navigation Department of the Directorate of Navigation. 

NAVISP is an optional ESA programme, whose objective is to facilitate the generation of innovative satellite navigation/PNT proposals with participating States and their industry, in coordination with the EU and its institutions. It is implemented through three programmatic elements: Element 1, which supports PNT innovation; Element 2, which supports industrial PNT competitiveness; and Element 3, which supports national/institutional PNT activities. The programme is managed by the Head of the NAVISP Programme Office, supported by the Element 1 Manager, the Element 2 Manager and the Technical Programme Office, which provides cross-disciplinary support to the other two managers while also managing Element 3.


Duties
  •  Ensuring the required execution dynamics of the procurement process:
    •  carrying out technical assessments of the Outline Proposals; 
    •  monitoring and controlling procurement process efficiency; 
    • post-processing lessons learned and making proposals for further simplification.
  • Supporting the management of the overall contract performance:
    • monitoring the technical progress of all Element 2 activities, ensuring up-to-date reporting of their status by designated Technical Officers;
    • managing the technical execution of Element 2 activities;
    • supporting the technical assessment of Element 2 activity results, collecting relevant recommendations and lessons learned and exploring options for follow-on developments.
  • Supporting the set-up and management of NAVISP business development and outreach activities as relevant to Element 2 (such as business case assessments, national workshops, bilateral meetings with industry,            the NAVISP website, etc.).
  • Providing assistance to the Head of the NAVISP Programme office on all relevant NAVISP Element 2 Programmatic actions, such as :
    • reporting to delegate bodies and interacting with other ESA directorates; 
    • coordinating with the European Commission/EUSPA; 
    • interacting with industry and external working groups;
    • interacting with the NAVISP external experts group for guidelines and direction on specific thematic calls;
    • analysing the industrial ecosystem, statistics and assessments; 
    • organising a systematic relationship with industry (questionnaires, etc.);
    • implementing Programme recommendations: widening the scope of industrial entities to be involved in Element 2, analysing market application trends, exploring new PNT markets and holding dedicated calls. 

When performing these tasks, you will be supported by a team assigned to the Manager and by experts from the ESA Directorate of Technology, Engineering and Quality.


Technical competencies

Education

A master's degree in a scientific discipline is required for this post.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

Recruitment will normally be at the first grade in the band (A2); however, if the candidate selected has little or no experience, the position may be filled at A1 level.
