Description

Under the authority of the Head of the ESA Brussels office, your overarching responsibilities will include:

  • Liaise with the EU institutions, such as the various Cabinets and Directorates-General of the European Commission, the Council of the EU, the European Parliament, the European Economic and Social Committee and the Committee of the Regions, as well as EU Agencies;
  • Actively promote the Agency’s policies and programmes with such institutions and foster coherence between the objectives of EU policies and ESA’s programmes, notably through monitoring of EU policy and programme implementation and evolution using appropriate information channels;
  • Support the DG’s Services and Programme Directorates in their relationships with the EU institutions and in their definition and implementation of ESA programmes pertaining to EU policies, as well as to identify new areas where developing cooperation would benefit ESA and its programmes.

Duties

Your duties in particular will involve:

  • developing and maintaining close contacts with European Commission’s Directorates-General responsible for implementing the EU Space Programme, involved in the support of space Research & Innovation (R&I) and using space assets and data to meet EU policy objectives;
  • maintaining close contact with Permanent Representations of the Member States to the EU, the working parties and rotating presidencies of the Council of the EU, as well as with the relevant committees in the European Parliament;
  • maintaining close contact with professional space associations (e.g., Eurospace, EARSC, NEREUS) and space industry representatives in Brussels with the goal to define and promote common positions with respect to EU institutions and their initiatives;
  • promoting space policy debate in Brussels in cooperation with think tanks and through involvement in the development and organisation of conferences and dedicated events;
  • analytically assessing and summarising background and contextual information from a wide variety of formal and informal sources;
  • drafting of concise briefings, based on internal inputs and external sources, when required by ESA management;
  • supporting ESA staff seconded to EU institutions.

You will also be assigned specific ESA Directorates to support & advise, based on the current needs, as well as the capabilities and interests of staff members in the office. While intended to be longer term, assignments may need to be revised as needs arise.


Technical competencies

Broad knowledge of ESA programmes and processes

Experience of working with EU institutions and knowledge of their functioning

Proven diplomatic experience and ability to handle sensitive files

Ability to work in a self-directed manner while maintaining good internal coordination

Experience in writing concise briefings for senior management

Proficiency in giving impactful presentations to senior external stakeholders

Education

A master’s degree in a relevant domain is required.


Additional requirements
  • Experience in a member state administration (e.g., space of EU affairs department) is an asset
  • Experience with analytically assessing and summarising background and contextual information in a concise way
  • Strong writing skills
  • Ability to work in a self-directed manner while maintaining good internal coordination and a positive team spirit
  • Experience with public speaking and excellent presentation skills is an asset

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

In accordance with the European Space Agency’s security procedures and as part of the selection process, successful candidates will be required to undergo basic screening before appointment conducted by an external background screening service. 

Recruitment will normally be at the first grade in the band (A2); however, if the candidate selected has little or no experience, the position may be filled at A1 level.
