The Faculty of TPM invites Public Administration scholars to work at the crossroads between technology and public administration as full professor of 'Public Administration'

The Organisation & Governance (O&G) section of the department of Multi-Actor Systems (MAS) is responsible for the vast majority of education and research on public administration. The positioning of the section at TU Delft means that education and research focus on technology-dominated areas, e.g. cyber, AI, energy, transport, water.

Public administration research and education in these areas is highly relevant. On the one hand, technological developments can challenge existing political-administrative systems. On the other hand, the potential of these developments can only be realised if they are sufficiently aligned with dominant political-administrative systems.

We study social and technological developments in these areas at a system level, in cooperation with technical colleagues, and focus specifically on the governance of socio-technical systems (STS).

The above mentioned sectors are not only application areas for research and education but serve as a source of conceptual and methodological innovation for public administration research and education.

Our research is both qualitative and quantitative, both analytical and design-oriented. Given the profile of the current professors, we are looking for a candidate with a qualitative orientation and a strong focus on analysis. The candidate has thorough knowledge of the relevant literature on public administration, technology and governance. Building on this literature, and based on highly developed conceptual skills, the candidate is able to develop creative and innovative avenues for research and education.

The candidate will participate in the various (BSc and Msc) educational programmes of the TPM Faculty, which require cooperation with colleagues from other disciplines.

The professor is expected to develop new research lines and connect these to current research in the O&G section, the MAS department and the Faculty. The candidate has a transdisciplinary attitude and is capable of building bridges to other research fields.

The candidate is expected to further develop the collaboration with other groups within Delft working on delta management/mobility/energy/health management and governance issues (examples are: the Delft Deltas, Infrastructures & Mobility Initiative (https://www.tudelft.nl/infrastructures), the Delft Global Initiative (https://www.tudelft.nl/global), our partners in The Hague (Campus The Hague) and with Erasmus University Rotterdam (convergence agenda)). As well as with other relevant national and international universities, institutes and organisations depending on the area of expertise.

Below, we outline our expectations of the candidate. We are aware that no one, including the current professors within the section, can fully meet all requirements. We are also aware that lists of requirements may deter qualified candidates. We therefore invite candidates to indicate in their letter of application not only which requirements they meet, but also which they would like to develop further.

The candidate has:

  • a strong theoretical and conceptual background in public administration and a proven track record in research in public administration and governance in one or more technical domains as demonstrated by a PhD degree, publications in leading research journals, and activity in international networks;
  • a research portfolio that demonstrates experience with the application of analytical approaches from public administration research in (multi-actor) governance contexts - preferably via action-oriented research and practical engagement in real-world policy making processes;
  • a proven affinity with technological systems and technology areas (e.g. energy, mobility, cyber and water infrastructural environments). The applicant should be sufficiently familiar with two application domains. Given the current expertise within the group, we prefer a candidate with expertise on energy, transport or water;
  • the ability to link to new fields of interest such as health;
  • an engaging and flexible personality, with a drive to be both creative and relevant, willing and capable of discussing and developing the own research within an environment of conflicting epistemologies;
  • an empathetic personality, and knows how to connect people, respects differences, fosters diversity, and creates an environment that is stimulating for all;
  • a vision on collaboration and a proven record of being able to connect various research fields, including a vision on interdisciplinary and transdisciplinary collaboration and the capability to build bridges from the core public administrative focus;
  • a broad scientific interest and capability to design research in a variety of application areas, from the perspective of public administration and governance;
  • an excellent teacher with proven teaching skills and a proven track-record in educational development to match the position description and elaborate experience in educational development which will enable him/her to take a leadership role in educational development and management within the section;
  • excellent communication skills;
  • affinity and a proven track record of working closely with parties in the public domain;
  • a well-developed network in academia, relevant professional fields and society at large;
  • academic and intellectual leadership capabilities via a proven track record that shows high-level managerial skills to tackle managerial responsibilities as described/foreseen in the profile (i.e. a track record with regard to leading / building research groups; managing multi-organizational collaborations; performing complex administrative roles such as envisioned in the profile);
  • proven experience in attracting research funds and acquisition of external funding;
  • willingness to accept managerial responsibilities in the section and Faculty.
