Head of People Management (f/m)

• Ref: 21-30

• Permanent full-time position (40h/week)

• Position based in Belval

• Start date: to be determined

The Luxembourg Institute of Socio-Economic Research (LISER) is looking for a senior HR professional to lead the implementation and development of the People Management department within a growing international research organisation.

Your Role

Support the delivery of the LISER’ strategic plan by ensuring the availability and development of the internal competencies and a strong talent management.

- Lead, support and develop the People Management team, prioritise and coordinate the ongoing and future HR activities and projects; create a dynamic and attractive work environment and stimulate the collaborations and interactions;

- Manage and coordinate the current and future projects in close collaboration with internal and external stakeholders at all levels;

- Develop and embed efficient and integrated processes to manage the entire employee life cycle (including relevant internal communication): recruitment, onboarding, integration, administrative activities, annual appraisals, training and development, talent and retention management, which is aligned with the legal and regulatory obligations and constraints at LISER (Collective Labor Agreement, etc..);

- Maximise the use of available technology to drive best practices and enhance the user experience;

- Be proactive and propose areas of continuous improvement to the Management, by comparing the best market practices in the research sector;

- Design and implement career development plans for competencies and skills, aligned with LISER's strategic orientations;

- Set up an operational and institutional HR reporting for the management;

- Ensure the integration of the Institute’s behavioural values related to the management of the employee life cycle and all related policies.

Your Profile

- Master's Degree in Human Resources or a related field;

- 10+ years of experience in similar position (experience within a research environment will be considered as an asset);

- A credible professional with strong skills in all HR activities (payroll and administration, recruitment, talent and career management, training and personal development, performance management, attraction and retaining, well-being at work…);

- Deep knowledge of the Luxembourgish Labour Code;

- Strong written and verbal communication skills in French and English; knowledge of German and/or Luxembourgish is considered as an asset;

- Strong IT skills (office package) and extensive experience of HRIS tools;

- Service-oriented and excellent interpersonal skills supporting the development of solid relationships with stakeholders at all levels internally and externally;

- Experience in leading and developing a team;

- Knowledge in projects management in a growing international environment (budget preparation, preparing dashboards, working toward deadlines, managing changes);

- Team-player with demonstrated positive and proactive approach to problem-solving as well as strong decision-making capability;

- Proven ability to handle confidential information with respect and discretion.
