Head of the IOER Research Data Center (f/m/d)

The Leibniz Institute of Ecological Urban and Regional Development e.V. (IOER) invites applications for the following position, initially limited to 3 years in accordance with WissZeitVG with the prospect and intention of permanent employment, to be filled as soon as possible:

Head of the IOER Research Data Center (f/m/d) TV-L E 15, 100 % (40 hours per week)

The IOER is a non-university research institution and a member of the Leibniz Association. We research the characteristics, dynamics and governance of spatial sustainability transformations and their possible acceleration in the context of the global human-ecological crisis.

Sustainable land use and spatial structure are of particular importance here. Requirements for regenerative energy production, biodiversity promotion, economical and circular use of resources and climate resilience are increasingly coming into conflict with each other in limited spaces. In order to answer the associated questions, small-scale data is required for research purposes and to support decision-making in various contexts.

The IOER has been operating a research data center (IOER-FDZ) since 2023 and offers cross-scale and cross-departmental, high-resolution object and spatial data, indicators, models, simulations and tools to support sustainability transformations in neighbourhoods, cities and regions. Information on land use, settlements, buildings and ecosystems is available. These products are aimed at various users in research, politics and administration, business and civil society, their spatial decision-making processes and, in particular, planning practice at all levels.

The IOER RDC is part of the National Research Data Infrastructure (NFDI) and the European Open Science Cloud (EOSC). The holder of the advertised position will take over the management of the IOER RDC as well as the management of the RDC infrastructure group, which is assigned to the research area "Spatial Information and Modeling". He/she will lead an interdisciplinary team of geospatial data scientists, (geo)computer scientists and sustainability scientists at the interface to all research areas at the IOER.

Job-specific background:

Knowledge of data infrastructures and their integration into the NFDI and EOSC is required for the management of the IOER RDC. If possible, this includes practical experience in the FAIR-compliant development and expansion of data infrastructures, in spatial database management, in data governance and the establishment of user and linked data services.

Competencies in the fields of data literacy, spatial data science, GeoAI, machine learning and explorative geovisualization are desirable. The position requires a goal-oriented, committed and imaginative leader to lead an interdisciplinary team.

Expected skills and competencies:

  •     Very good university degree (Master's, Diploma) and a doctorate, e.g. in computer science/geoinformatics or another relevant scientific discipline, especially in the field of spatial information, modeling or research data infrastructures
  •     Knowledge of the development of data infrastructures and research data centers
  •     Experience in leading interdisciplinary teams, managing employees and organizing collaborative IT projects is desirable
  •     Willingness to publish scientific papers and to acquire and manage own research projects
  •     Strong social skills and ability to work in a team
  •     Independent, structured, creative work and high motivation
  •     German and English language skills (CEFR level C1 or higher)
