Reports to: Senior Director, Compliance

Purpose: The jobholder will provide guidance and direction on drafting university-wide policies, managing university policies’ webpage and the complaint management system, developing investigation plans, conducting interviews, and drafting investigation reports in addition to handling trainings. The incumbent will review existing policies as well as draft new policies and procedures in line with other American universities and colleges. The incumbent will help standardize the policies and procedures based on the American and Egyptian legal and regulatory frameworks and context. Having effective internal policies and procedures and raising faculty and staff awareness of the relevant external and internal regulations helps avoid and/or manage financial, legal, and reputational risks to the University. 

Principal Accountabilities:

  • Review and edit the University's current policies and procedures for standardization
  • Continuously maintain the University policies webpage
  • Provide support to different university functions to review, renew or publish policies
  • Research and draft new polices where specifically requested for the University in accordance with American university standards
  • Create an electronic filing system for the office as well as create a system for the University-based on a new document retention policy
  • Develop training matrices, material, and plan training sessions by working with other departments on complying with certain policies and procedures such as conflict of interest, conducting investigations and writing reports, conflicts management in the workplace among others
  • Conduct investigations on fraud, financial and non-financial non-compliance, certain employment issues, in coordination with other offices (HR, Finance, Audit) and investigator(s)
  • Evaluate evidence and render decisions regarding quality and sufficiency of evidence
  • Write and prepare investigation reports, communicate with parties and witnesses throughout the investigation
  • Develop investigation plans, identify, and interview witnesses; gather relevant data and documentation
  • Update and maintain case files on case management system
  • Vigilant to areas for process improvement or conflict resolution
  • Provide on-going updates regarding the status of reports, complaints, and investigations to the senior director of Compliance and other university administrators
  • Perform other duties as requested to support the legal and compliance office

Requirements:

Minimum Education Requirement :  

o  Bachelor’s degree in law degree or a relevant discipline is preferred

o  Master’s degree is a plus

Experience :

o  Minimum of nine years of previous experience; including two years of demonstrated work experience in compliance or conducting and managing investigations

o  Previous experience with policies and procedures standardization is required

o  Familiarity with current best practices and a working knowledge in a university setting is preferred

o  Previous legal experience is preferred

Skills :

o  Excellent drafting, analyzing, editing, and proofreading skills in English. Arabic is an advantage

o  Instructional and planning skills

o  Demonstrated commitment to ethics and integrity in attitude and in action

o  Demonstrated transparency, and ability to build balanced unbiased judgement and decisions

o  Excellent judgment with the ability to manage highly sensitive, confidential data and information

o  Strong organizational and time management techniques with the ability to prioritize and complete work with firm deadlines

o  Excellent interpersonal and communication skills, including demonstrated ability to listen well and demonstrated sensitivity to and respect for individual needs

o  Ability to develop working relationships with students, faculty and staff (where appropriate)

o  Empathy for and real-world experience with the wide range of disciplines, interests, and people represented at the University

o  Ability and flexibility to take initiative, multi-task, and work well under pressure

o  Willingness to take ownership of a project from initiation to completion

o  Adaptability and attention to detail

o  Excellent writing and analytical skills

o  Ability to work well under pressure and meet deadlines

o  Proficiency with IT packages like Microsoft Office 

o  Extensive knowledge of both university policies and relevant Egyptian and US regulations
