Senior Officer, Monitoring, Evaluation and Learning, University Centers for Career Development, Grant Position

Reports to: Manager, Monitoring, Evaluation and Learning

Purpose: The job holder contributes to the implementation of the project’s monitoring, evaluation and learning (MEL) plan, and supports relevant research, documentation, reporting and impact assessment activities. He/she will conduct surveys, contribute to baseline studies, and impact and needs assessments, to assess the activities progress and effectiveness during implementation and after completion, and recommend required changes as necessary. Also, provide monitoring and evaluation guidance to project beneficiaries on SMART indicators, data collection protocols, and best reporting practices. He/she will provide technical and operational support to the design and implementation of surveys and labor market studies at partner universities.

Responsibilities:

  • Implement and contribute to reporting on a unified monitoring, evaluation, and learning plan across all program components, as per set performance indicators and targets for overall objectives and activities to measure project progress; and including identification of processes, outputs, outcomes, and sustainability indicators
  • Collect and synthesize project data on the set indicators, in addition to analysis of labor market needs in liaison with sub-grantees and partners
  • Track project performance against set targets and indicators progress, including tracking employment outcomes among program beneficiaries
  • Perform data quality assessment through random inspections, verifications and validations, under the supervision of the MEL advisor
  • Conduct regular visits to project sites for data verification, performance evaluations, organizational learning, and knowledge management
  • Conduct impact assessments, baseline studies, surveys, and need assessments to identify necessary changes
  • Analyze the findings of monitoring and evaluation interventions and report on the project’s progress
  • Develop and implement training sessions to enhance the capacity of University Centers for Career Development (UCCD) staff at partner universities to set up and maintain the operations of the MEL system
  • Update the UCCD project data and results on a regular basis on the relevant data visualization platforms including PowerBi
  • Contribute to the design, data collection, and analysis of labor market information studies and employability surveys
  • Develop and deliver training sessions to orient UCCD staff about the MEL requirements, processes, and operations of the UCCD project
  • Maintain oversight of the UCCD project data review and verification, as well as supervising the documentation of face-to-face and/or online UCCD services offered to students at partner universities
  • Maintain the collection, organization, and archiving of means of verification for all UCCD indicators by partner university and UCCD
  • Perform additional duties as assigned

Requirements:

Minimum Education Requirements:

  • Bachelor’s degree from an accredited, recognized university in a relevant field, preferably in the field of social science or economic development
  • A master’s degree is an asset

Experience:

  • Eight years of experience, including a minimum of three years of monitoring and evaluation experience using large donor systems and templates
  • Experience in implementing results-based monitoring and evaluation activities throughout the lifetime of a project; including experience in higher education programs
  • Proven track record in working in MEL functions with international donors and/or USAID funded projects
  • Knowledge of the major evaluation and research methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Experience in implementing surveys; developing questionnaires and refining data collection tools; and with data quality assessments

  • Proficiency in Excel and other data management systems
  • Strong interpersonal and analytical skills
  • Excellent command of English and Arabic
  • Ability to work under pressure and meet deadlines
