Senior Officer, Finance and Administration, Center of Excellence for Water, Grant Position

Reports to: Director, Finance & Administration

Purpose : Under the supervision of the Director, Finance and Administration, the holder of this position will manage timely and efficiently all the financial and administration functions at the Center of Excellence for Water in line with the allocated budget, timeline and donor guidelines. S/he will contribute to the development of project policies and procedures, and ensure their effective communication to the project team and relevant stakeholders. In addition, s/he will contribute to the development of donor quarterly and annual reports, and ensure accurate documentation of all project material.

Responsibilities:

  • Process project’s day-to-day financial transactions, purchase requisitions, contracts, advances, and petty cash in line with allocated budget with AUC’s and USAID guidelines;
  • Perform CoE’s financial transactions on SAP;
  • Secure and maintain necessary approvals and documentation for financial and project’s administrative functions;
  • Liaise with project staff and partners to communicate the project’s policies and procedures, and ensure that they follow AUC and donor regulations in their financial expenditure, providing the required documentation as needed.
  • Process partners’ payment requests after ensuring proper documentation of all activities.
  • Prepare budget transfer and annual budget roll-over requests.
  • Co-prepare financial accruals and contribute to the development, review, and reconciliation of quarterly and annual financial project reports;
  • Maintain accounting controls by following policies and procedures;
  • Track financial expenses and commitments vs. budget and prepares interim financial reports;
  • Coordinate with other departments regarding financial issues;
  • Secure financial data by completing backups; keeping information confidential.
  • Coordinate project team travel logistics, per diem and procurement requests, ensuring alignment with AUC’s and USAID guidelines;
  • Conduct inventory control of COE’s assets at the phase out of the project;
  • Contribute to the organization of all project-related events including USAID visits … among others;
  • Maintain an efficient filing and record keeping system;
  • Performs other related duties as assigned.

Requirements:

Minimum Education Requirements:

  • Bachelor’s degree in Finance, Business Administration, or a relevant field

Experience:

  • Minimum 8-10 years of experience including 3-5 years of prior experience in administration and financial management, preferably in a USAID-funded project
  • Experience with SAP is necessary.

Skills:

  • Excellent understanding of financial reporting principles and practices
  • Excellent knowledge of MS Office
  • Work comfortably under pressure and deliver on tight deadlines.
  • Ability to work independently and as part of a team.
  • Excellent command of spoken and written English and Arabic
  • Good attention to details with excellent follow up skills
  • Time management and multi-tasking
  • Good communications and interpersonal skills
  • Ability to establish/maintain effective working relationships with project constituents
  • Results-oriented with good analytical and problem-solving skills
