Officer, Finance and Administration, USAID Egyptian Pioneers, Provost Office, Grant Position

Reports to: Director, Finance and Administration

Purpose: The job holder will provide day-to-day financial operations for all activities under the USAID Egyptian Pioneers award. He/she will work under the direct supervision of the project director, finance and administration. In addition, support the implementation of relevant project financial/accounting entries, reservations, processing of payments and record-keeping.

Responsibilities:

  • Prepare, issue and follow-up on payment requests for all service providers and students to ensure that all collected amounts are credited to the Pioneers WBS
  • Support in reporting of financial accruals and contribute to the development, review, and reconciliation of quarterly and annual financial project reports
  • Manage the purchasing full cycle from request to delivery
  • Work closely with the director, finance and administration to ensure all financial transactions are remitted in a timely manner
  • Work with the administration team to ensure the accuracy of level of effort (LOE) reports and logistics process
  • Liaise with project managers and public university staff to communicate the project's policies and procedures and ensure that they follow The American University in Cairo (AUC) and donor regulations in their financial expenditure, providing the required documentation as needed
  • Ensure compliance of all grant financial activities with USAID and AUC rules/regulations
  • Track and verify that there are sufficient budget funds to cover payment of expenditures in advance
  • Prepare cash advances and follow up on their settlements
  • Support the USAID Egyptian Pioneers team and prepare payment of travel requests for staff and students
  • Prepare payments for all students (monthly stipend, tuition fees, and other related expenses)
  • Handle all three result programs’ activities financially with the director finance and administration, Chief of Party, Deputy Chief of Party (DCOP), grants accounting office, Travel Office, and supply chain management office
  • Support the director to keep control of deadlines for financial quarterly and annual reports and the grant monetary activities
  • Assist the director in preparing accurate on-demand financial reports as required
  • Prepare accurate and timely financial reports on grants for internal management purposes
  • Review invoices and provide account codes, when appropriate, for proper project accounting
  • Automate and streamline processes to enhance accuracy of data while minimizing manual efforts
  • Perform additional duties as assigned

Requirements:

Minimum Education Requirements:

  • Bachelor's degree in accounting or a relevant field

Experience:

  • A minimum of 7 years of relevant experience in accounting
  • Previous grant accounting experience is required

Skills:

  • Fluency in English and Arabic
  • Proficient user of Microsoft applications
  • Demonstrated analytical skills
  • A solid understanding of accounting principles in practice
  • Expert user of SAP accounting system
  • Ability to multi-task and provide accurate results
