Reports to: Chief of Party

Purpose: The job holder will provide leadership and project oversight in the area of both capacity building project component for the 322 University Centers for Career Development (UCCD) field staff at 46 centers. He/she will also be in charge of the skill development framework for 2.3 million university student beneficiaries within 34 universities. He/she will lead technical assistance in programmatic, management, and technical capacity building intervention of UCCD project. Also, as the deputy chief of party for four not-for-profit UCCDs in terms of project implementation, relationship building, staff hiring, capacity building, training, coaching and performance monitoring.

Responsibilities:

  • Lead the development capacity building framework for 322 UCCD field staff and the skill development component for 2.3 million student beneficiaries across 42 centers
  • Provide oversight, strategic direction and definition of capacity building project activities
  • Develop and/or update training materials, standards, job aids, and curricula, as well supervisory systems needed to build capacity of 322 UCCD field staff
  • Provide mentoring, coaching and training in specific areas of expertise
  • Work closely with the project team on setting capacity building project priorities and directions, and responding to requests for support
  • Work closely with monitoring and evaluation staff to design, implement a plan to track data/results related to organizational capacity building to inform adjustments in project implementation
  • Actively participate in relevant advisory/working groups and professional forums
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Act as a key internal and external thought-leader on the capacity needs of skill development trainings for student beneficiaries
  • Direct the design, fundraising, marketing, delivery and evaluation of high-quality capacity-building programs for UCCD field staff and skill development trainings for student beneficiaries
  • Take an active role in coaching and monitoring the performance of UCCD staff to ensure their ability to deliver training programs based on capacity building plan
  • Fully in-charge of building the relationship and program implementation at four not-for-profit UCCDs at four universities in terms of university relations, staff hiring, capacity building, training, coaching and performance monitoring. Two of which are fulling under direct implementation and the other two under the direct implementation of the project manager, capacity building with supervision and relationship building from position holder
  • supervise, coach and develop the project manager, capacity building
  • Perform any other additional duties as assigned

Requirements:

Minimum Education Requirements:

  • Bachelor’s degree a related field
  • Master’s degree is an asset

Experience:

  • Minimum 12 years of professional expertise backed up substantial experience in capacity building, learning and development ideally in a regional or international role and within the development industry
  • Deep understanding of learning and development and capacity building practices, challenges, trends and better-practices within the development and in the wider learning and development industry
  • Strong instructional design, coaching, facilitation and training skills with evidence of effective application across international contexts and culture
  • Expertise in specific areas of learning and development practice, in particular utilizing a competency based approach to staff skill building. (e.g. must demonstrate personal expertise in several of the following: learning strategy, needs analysis, program design, curriculum design, instructional design, learning evaluation)

  • Good computer skills (Microsoft Word, Excel, PowerPoint, Access)
  • Ability to work under pressure and meet deadlines
