Tender Opening for Assistant professor – Product and/or Industrial Design field

1 - In accordance with paragraph d), of the no. 1 of the article 10 of the Escola Superior de Media Artes e Design Statutes, hereinafter designated ESMAD, of the Polytechnic Institute of Porto, hereinafter designated P.PORTO, approved by Dispatch no. 7833/2017 of August 16 and published in Diário da República, no.171, of September 5, it is made public, by the Dispatch of ESMAD’s President, the opening of a documentary competition is carried out, for a period of 30 working days, counting from the publication date of this Public Notice in Diário da República. This refers to a foreseen job position, not currently occupied, in ESMAD’s map of personnel, in the teaching staff career of polytechnic higher education, in the category of assistant professor, in the disciplinary areas of Industrial Design and/or Product Design, in the employment contract of public functions for an undetermined time, in accordance with articles 3, 5, 10 -B, 15, 15-A, 17 e 29-B, of the Career Statute of Polytechnic Higher Education Teaching Personnel (ECPDESP), approved by Decree-Law no. 185/81, of the 1st of July, amended by Decree-Law no. 7/2010, of May 13, and other applicable legislation, namely the Regulations for Tenders for the Hiring of Teaching Career Personnel of the Polytechnic Institute of Porto — Dispatch no. 4807/2011, published in the Diário da República, No. 54, of March 17.

2 - Place of work - School of Media Arts and Design, located at: Campus 2 Rua D. Sancho I, nº 981; 4480-876 Vila do Conde, Portugal.

3 - Number of jobs to be filled - 1.

4 - Type of legal employment relationship to be constituted — Employment Contract in Public Functions for an Indefinite Period, for a five-year trial period, pursuant to article 10-B of Decree-Law No. 185/81, of 1 July, amended by Decree-Law no. 207/2009, of 31 August, and by Law no. 7/2010, of 13 May, which approved the ECPDESP.

5 - Characterization of the functional content - The assistant professor is responsible for the functions contained in paragraph 4 of article 3, 30-A, 33 of Decree-Law no. 185/81, of 1 July, in wording given to it by Decree-Law no. 207/2009, of 31 August, amended by Law no. 7/2010, of 13 May (ECPDESP).

6 - Scope of recruitment - Cumulative requirements for admission to the Tender are:

a) Hold the requirements set out in paragraphs b) to e) of article 17 of the General Labor Law in Public Functions (LTFP), approved by Law No. 35/2014, of 20 June;

b) Professor with a Doctorate or Title of Specialist in Design, with a relevant curriculum in the area of Industrial Design and/or Product Design, and which denotes a balance between technical-scientific and professional, pedagogical performance and the performance of activities relevant to higher education;

c) Fulfillment of the requirements contained in the Career Statute for Teaching Personnel of Polytechnic Higher Education, approved by Law n.7/2010, of 13 May and in its current wording, and those contained in the Regulations for Tenders for the Hiring of Career Personnel Professor of P.PORTO, approved by Dispatch no. 4807/2011, of 17 March, published in the Diário da República, 2nd series, no. 54.

7 - Period of validity: the contest is valid for this vacancy, expiring with the completion of the same.

8 - Admission requirements:

8.1 - Hold a doctorate or specialist title in the area for which the competition is open. Candidates who meet the conditions set out in article 17 of the Statute for the Career of Teaching Personnel of Polytechnic Higher Education, republished by Decree-Law nº 207/2009, of 31 August, and amended by Law nº 7 /2010, of May 13th.

8.2 - Possess command of spoken and written Portuguese, and the candidate may be subject to specific tests in case he does not come from Portuguese-speaking countries.

8.3 - Opponents of the contest holding qualifications obtained abroad must prove the recognition, equivalence, or registration of the doctor degree, in accordance with the applicable legislation.

9 - Functions and functional content of the category: articles 2 - A and article 3, no. 4 of the ECPDESP.

10 - Remuneration position (Article 35, paragraph 1, ECPDESP): "The remuneration system applicable to career teachers and to teaching staff hired in addition to their career consists of their own diploma.".

11 - Formalization of the application:

11.1 - Applications are submitted electronically through the address https://domus.ipp.pt/concursos/esmad/ .

11.2 - The application is submitted through an application for admission to the competition addressed to the President of ESMAD, and must contain, among others, the following elements:

a) Identification of the applicant by name, date of birth, nationality, civil and tax identification number, postal and electronic address and telephone numbers;

b) Identification of the contest to be applied for, number of the notice with reference to the Diário da República in which it was published;

c) Indication of the category and institution in which the applicant provides teaching services, when applicable, and position he currently occupies;

d) Indication of degrees and academic degrees held by the applicant;

e) Signed declaration in which the applicant declares that the elements or facts contained in the application are true;

f) Declaration of knowledge of the Regulation of the Performance Evaluation for Teachers of P. Porto, published in Diário da República, Declaration of Rectification no 1312/2014 of December 22 available at http://www.dre.pt;

g) - List of documents accompanying the application.

11.3 – The application is accompanied by the following documentation:

a) Detailed, dated and signed Curriculum Vitae;

b) Copies of works and documents, for the purposes of the evaluation provided for in paragraph 13.1. of this public notice, organized by the criteria of scientific performance, pedagogical capacity and other relevant activities and by the parameters set out in numbers 13.1.1., 13.1.2., e 13.1.3.

c) Certificate that proves the holding and the date of obtaining the degree and titles required for the competition;

d) Criminal record certificate;

e) Medical certificate, proving the existence of physical robustness and psychological profile, indispensable for the exercise of the functions;

f) Updated mandatory vaccination report.

11.4 - The documents referred to in points d), e) and f) of the preceding paragraph may be replaced by a declaration given in the application, under the pledge of honor, where, in separate paragraphs, the applicant must define his precise situation with respect to the content of each of those subparagraphs.

11.5 – Failure to comply with the deadline for submission of the application, as well as the lack of submission or the late submission of the documents referred to in points a) to c) of paragraph number 11.3. of this public notice, which must be delivered, determine the exclusion of the application.

12 – The competition jury has the following composition

12.1 – President:

12.1.2.2 — Professor Doutora Rita Assoreira Almendra, Associate Professor at the Faculdade de Arquitetura da Universidade de Lisboa;

12.1.2.3 — Professor Teresa Franqueira, Associate Professor at the University of Aveiro;

12.1.2.4 — Professor Doutor José Manuel da Silva Bártolo, Coordinating Professor at Escola Superior de Artes e Design, Matosinhos;

12.1.2.5 – Professor Doutora Prudência Coimbra, Coordinating Professor at Escola Superior de Educação do Instituto Politécnico do Porto

12.1.3 - Substitute Member:

12.1.3.1 – Professor Vítor Manuel Quelhas Alves de Freitas, Assistant Professor, Vice-President of Escola Superior de Media Artes e Design.

12.2 - Jury deliberations:

12.2.1 - The jury can deliberate when at least Two-thirds of its members are present and when most of the members present are external.

12.2.2 - The deliberations are taken by absolute majority of the votes of the members of the jury, present at the meeting, and abstentions are not allowed.

12.3 - Whenever it deemed it necessary, the jury will ask applicants for additional documentation related to the curriculum vitae submitted, under the terms and conditions set forth in article 31 of the Tender Regulation for the Hiring of Teaching Career Personnel of P.PORTO.

13 — Selection method and criteria:

13.1 — The following weighting factors are attributed to the criteria mentioned in the previous number:

13.1.1 — Technical-scientific and professional performance: 40%;

13.1.2 – Pedagogical Capacity 35%;

13.1.3 – Other relevant activities: 25%;

13.2. - Evaluation and Scoring parameters.

13.2.1 - In applying of the criteria mentioned in the previous article, the following parameters are evaluated:

13.2.1.1 – Technical- scientific performance: In this parameter it will be object of evaluation:

a) Publication of scientific articles and books in the field of this contest (20%) at the maximum of 20 points:

  • For each book with international edition, as author, co-author, editor or co-editor, and /or scientifical article on a indexed international scientific magazine – 3 points;
  • For each book with national edition, as author, co-author, editor or co-editor – 2 points;
  • For each scientific article in international scientific magazine, with peer review – 2 points;
  • For each scientific article in national scientific magazine, with peer review – 1,5 point;
  • For each scientific article in international scientific magazine, no peer reviewed – 1 point;
  • For each scientific article in national scientific magazine, no peer review – 0,5 point;
  • For each scientific article in national technical magazine, no peer review – 0,35 point;

b) Communications presented in scientific seminars, congresses, colloquium in the field of this contest (20%) at the maximum of 20 points;

  • For each communication in international scientific congresses and colloquium – 2 points;
  • For each communication in national scientific congresses and colloquium – 1,5 point
  • For each communication by invitation in international scientific congresses and colloquium – 1 point;
  • For each communication by invitation in national scientific congresses and colloquium – 0,5 point.

c) Participation in scientific research centers, commissions, organizations, or networks centers of a professional and scientific nature in the field of this contest (20%) at the maximum of 20 points:

  • For each participation as a coordinator of a scientifical research group with positive assessment in FCT – 5 points;
  • For each participation as a researcher in a scientific research unit with positive assessment in FCT (integrated members or collaborators) – 3 points;
  • For each participation as member of a financed scientific research project – 3 points;
  • For each participation in organizations or professional and scientific networks – 2 points;
  • For each participation in scientific and professional commissions – 1,5 point.

d) Participation selection juries of contests for teaching and research careers (20%) at the maximum of 20 points:

  • For each participation on a jury for a recruitment of an Adjunct Professor, according the ECDESP, or to the correspondent category in the Higher University Education – 3 points;
  • For each participation on a public examination jury of a for the attribution of a Specialist Title – 3 points;
  • For each participation on a public examination for pedagogical and technical-scientifical competencies assessment – 3 poinst

e) Recognition by the academic community in general: Awards and Honorable Mentions / Participation as Authors in National and International events (20%) at the maximum of 20 points:

  • For each international award – 5 points;
  • For each international honorable mention – 2,5 points;
  • For each national ward – 4 points;
  • For each national honorable mention – 2 points;
  • For each project selected in the scope of the participation in an international event – 3 points;
  • For each project selected in the scope of the participation in a national event – 2 points;
  • For each participation as an author at an international event -3 points;
  • For each participation in a collective exhibition at an international event – 1,5 point;
  • For each participation as an author at a national event - 2 points;
  • For each participation in a collective exhibition at a national event – 1 point;

13.2.1.2 - Pedagogical capacity. In this parameter, the following will be evaluated: a) Production of pedagogical material. Quality and quantity of the pedagogical material produced by the applicant as well as the publications of pedagogical nature (30%) at the maximum of 30 points:

  • For each curricular unit or discipline on which was the author of handbook, support material to theoretical, theoretical – practical – 5 points;
  • For each public presentation of a project / exhibition for each curricular unit in the field of the contest – 5 points;

b) Length of Service in Higher Education Institutions (Teaching Activity). Teaching and coordination of curricular units (30%) at the maximum of 30 points;

  • For each year of activity in the higher education, in the field of this contest – 2 points;
  • The responsibility for the coordination and the creation of contents in the field of this contest – 1.5 point;
  • The participation of extracurricular pedagogical activities in the field of this contest – 0,5 point.

c) Participation in juries of academic tests (20%) at the maximum of 20 points;

  • For each participation in PhD jury – 3 points;
  • For each participation in Master jury – 2 points;
  • For each participation in Bachelor jury – 1,5 point

d) Other activities related with teaching activity, namely the orientation of internships, projects and workshops (or workshop) (20%) at the maximum of 20 points:

  • For each coordination of a short duration course, workshops and other courses lectured in Higher Education Institutions – 5 points;
  • For each collaboration on a short duration course, workshop or other courses lectured in Non-Higher Education Institutions – 4 points;
  • Por each collaboration on a short duration course, workshop or other courses lectured in Non-Higher Education Institutions – 2 points;

13.2.1.3 - Other relevant activities. In this parameter, the following will be evaluated:

a) Coordination and participation in educational management and/or artistic management bodies and activities (35%) at the maximum of 35 points:

  • For each year of executive tasks as president or director of higher education institutions or their organic units – 5 points;
  • For each year of executive tasks as vice-president or sub-director or equivalent task of higher education institutions or their organic units – 3 points;
  • For each mandate year fullfield as president in collegial bodies of pedagogical scientific nature, representatives of the institutions or their organic units – 2,5 points;
  • For each mandate year fullfield as secretary in collegial bodies of pedagogical scientific nature, representatives of the institutions or their organic units – 2 points;
  • For each mandate year fullfield as effective member in collegial bodies of pedagogical scientific nature, representatives of the institutions or their organic units – 1,5 points.

b) Coordination and participation in scientific-pedagogical structures, working groups/commissions, mission groups (25%) at the maximum of 25 points:

  • For each year of fullfield year as coordinator of extension units or company connected labs – 10 points;
  • For each year of fullfield year as collaborator of extension units or company connected labs – 5 points;

c) Other activities relevant to the institution's mission, namely collaboration with civil society and cultural and artistic promotion (40%) at the maximum of 40 points:

  • For each participation in networks, associations or international scientific / professional societies – 10 points;
  • For each participation in networks, associations or national scientific / professional societies – 5 points;
  • For each artistic / design project in collaboration with associations of the social and cultural sector as exhibition or exhibition curatorship – 10 points;
  • For each patent or intellectual property in the course of knowledge transfer of project activities – 20 points;
  • For each participation in cooperation projects with other higher superior institutions namely on the level of teaching, research support and artistic or Design practice, development of artistic residences and complementary and joint projects – 15 points;
  • For each participation in activities that involve the entrepreneur community and the public sector, namely local governments, schools, museums, and local associations, considering the type of participation, the dimension and the diversity – 15 points

14 - It is up to the jury to define the evaluation within each evaluation parameter defined in the previous point of this Public Notice.

15 - Evaluation and selection:

15.1 - After admission to the Tender, the jury will start the evaluation of applications, considering the criteria, parameters and weights contained in this notice, for the purpose of drawing up a list of applicants approved in absolute merit.

15.2 - The jury decides on the approval in absolute merit, based on the merit of the global curriculum of the applicants in the disciplinary area of the contest.

15.3 - To obtain approval on absolute merit, each applicant must obtain the favorable vote of the absolute majority of the members of the jury.

15.4 - The deliberation of non-approval in absolute merit and consequently of exclusion is taken by absolute majority (half plus one of the votes of the members present at the meeting) and each member of the jury must present a document with the basis for their vote.

15.5 - In the case of non-approval in absolute merit, the jury will proceed to the prior hearing of the excluded applicants who, if they so wish, can pronounce themselves within ten days, no. 3 of article 17 of the Tender Regulation for the Hiring of Teaching Career Personnel of P.PORTO.

15.6 - The jury then prepares a list of who have been approved in absolute merit, ordered in alphabetical order.

15.7 - The jury evaluates the applicants approved in absolute merit, considering the criteria and parameters of evaluation, as well as the weighting factors, included in this public notice.

16 - Voting order and methodology:

16.1 - The ordering of applicants must be based on the evaluation made based on the criteria and parameters of evaluation and corresponding weighting factors contained in this Public Notice.

16.2 - Before the voting begins, each member of the jury will present a written document, which will be attached to the minutes, with a classification from 0 to 100 and ordering the applicants, duly substantiated, considering for that purpose the one mentioned in the previous number.

16.3 - In the various votes, each member of the jury must respect the order he presented, and no abstentions will be allowed.

16.4 - The jury will use the following voting methodology, for the formation of an absolute majority in the final ordering of applicants:

16.4.1 - The first vote is to determine the applicants to put first. If an applicant obtains more than half of the votes of the members of the jury present at the meeting, he is immediately placed first. If that is not the case, the vote shall be repeated only among the applicants who obtained first-place votes after withdrawing the least-voted applicants in the first ballot. If there is a tie between two or more applicants in the least voted position, a vote is taken on them to jump-start, and if still the tie persists the chairman of the jury decides which applicant to withdraw. The process will be repeated until an applicant obtains an absolute majority to be placed first. Once this applicant has been withdrawn, the same procedure is repeated to obtain the second-ranked applicant, and so on until an orderly list of all the admitted applicants is obtained.

16.4.2 - Notwithstanding the provisions of the preceding paragraph, whenever there is a tie, the vote is repeated and if the tie still persists, the chairman of the jury decides the direction of the deliberation.

17 - Stakeholder participation and decision:

17.1 - The final ordering project is notified to candidates, for the purpose of holding the hearing of interested parties, under the terms of articles 121 and following of the Code of Administrative Procedure, applying, with the necessary adaptations, the provisions of article 17 of the Tender Regulation for the Hiring of Teaching Career Personnel at P.PORTO.

17.2 - At the hearing of the interested parties, the jury appreciates the allegations offered and approves the final ordering list of the applicants.

18 - Deadline for final decision:

18.1 - Notwithstanding the provisions of the following paragraph, the deadline for the final decision of the jury must not exceed ninety days, starting from the deadline for the submission of applications.

18.2 - The period referred to in the preceding paragraph may be extended if the high number of applicants and / or the special complexity of the Tender it justifies.

19 - Contract conclusion:

19.1 - The President of P.PORTO may decide not to sign the contract, if there is a reduction in the State Budget allocation that does not allow the existence of available allocation.

19.2 - The contract shall be concluded with effect on the first day of the beginning of the following academic semester.

20 - Publication of the invitation to tender:

20.1 - In addition to the publication in the 2nd series of the Diário da República, this notice is also published:

20.1.1 - In the public employment exchange;

20.1.2 - On the website of the Foundation for Science and Technology, I. P., in Portuguese and English.

20.1.3 - On the website of P.Porto, in Portuguese and English.
