Duties and Responsibilities:

Under the direction of the Manager, Procurement Services, the incumbent is responsible to lead, delegate and review the activities associated with planning and executing public procurement activities across the procurement officer team. The incumbent is also responsible to plan, organize, direct and execute large dollar value and complex procurement activities related to the acquisition of a variety of commodities and services, including capital projects (“construction”) on behalf of academic, administrative, ancillary and other departments of the University. The incumbent investigates and proposes programs and/or procedures to improve procurement processes (e.g., drafting, evaluation, negotiation, etc.), strengthen vendor relationships and performance outcomes (i.e., vendor management), and legislative compliance.


Qualifications:

The incumbent must possess the following qualifications:
• A thorough knowledge of procurement procedures and practices as well as relevant university policy and procedures, a basic knowledge of contract law and a complete understanding of ethical standards of the profession.
• Must be completely conversant with product and service terminology and thought processes in order to understand the requirements, particularly for large and/or complex projects.
• Must use judgement, initiative and knowledge of university rules, regulations and culture to develop and implement solutions to problems.
• Must interact with a wide variety of business and academic professionals, must portray and demonstrate confidence and therefore possess sound knowledge of the profession.
• Must pursue a continual awareness of changes in market conditions, government regulations, trends in public and private sectors, and manufacturing processes, through intensive study through SCMA seminars and courses.
• Maintains a high level of knowledge of developments in all areas related to Procurement Services, including legal precedents in procurement and policies relevant to negotiating, tendering and contracting.
• Must be able to communicate effectively, professionally and with confidence with vendors, department heads and researchers. The incumbent must be very organized, work in collaboration with other teams, and liaise with both internal departments and external organizations with interests related to procurement and system issues.
• Must have demonstrated financial aptitude; strong organizational skills and leadership skills; meticulous attention to detail; accuracy, flexible, tact, initiative; sound judgment and patience, good public relations skills, able to work well within a team atmosphere.
• Must be able to meet deadlines, to work independently and with minimal supervision.
• Must use own initiative and assume responsibility/ownership of job functions.
• Must handle matters of a confidential and sensitive nature in an appropriate manner.


Education and Experience:

The above is normally acquired through the completion of:
• Completion of post-secondary education (e.g., degree or diploma), preferably in business administration and/or purchasing and supply chain management, plus foundational SCMA or UPPC courses or equivalent.
• Completion of, or active enrolment in CSCMP or CPPO designation or an equivalent focus in public procurement.
• Five (5) years’ purchasing experience, preferably in a University or other publicly funded environment, including a maximum of three years of supervisory or leadership experience.

Important Note Regarding Pandemic Related Operations:

This position is required to work on campus. Exceptionally, since March 2020, many staff and faculty at Carleton University have been working from home in order to comply with public health requirements while continuing to provide services to support the operational functioning of the university. We are currently in the process of identifying positions that need to work on campus as part of our return to campus process. This position may be required to work temporarily remotely due to public health requirements or it may have been identified as one of the roles that are required to work on campus. If this position is required to work on campus, the successful candidate will be informed of the health and safety measures that are in place to ensure their safety on campus. If there is a requirement to work remotely (it is possible that there could be a requirement to work both remotely and on campus), the successful candidate will work with the manager to set up a remote work environment including discussing appropriate technology and requirements. Please note that once public health requirements permit, Carleton University will resume normal on campus operations and at that point there will be a timely notification provided by the manager and the requirement to working full time physically onsite will resume. Therefore, we are looking for candidates currently in or looking to relocate to the Ottawa area.

Additionally, Carleton University is continuing to maintain a safe work environment and requires mandatory vaccination against COVID-19 as per Public Health recommendations under the Reopening Ontario Act. As Carleton University requires that staff be available to attend on-campus meetings and to work, as required, in person, the successful candidate will be required to comply with this policy and be fully vaccinated before commencing employment.
