Reporting to the Team Lead, Talent Acquisition Support and Immigration, the Recall Advisor ensures effective case management of the University’s Recall obligations under the U of A /NASA Collective Agreement and the APO agreement. The Recall Advisor in the Shared Services within the Talent Acquisition Support unit, reviews all job postings that are in the process of being posted on the University’s Careers website, prior to becoming visible to the public, to seek potential recall job matches with qualified active recall employees. The Recall Advisor facilitates priority consideration and negotiates placement of employees with recall rights, which includes liaising and negotiating with department Administrators, Directors, Chairs, and Deans. This position works with recall employees to ensure their awareness and understanding of the Recall process, as well as confirm their level of participation; assesses skills and abilities of employees on recall to appropriately identify opportunities and maintains documentation and compile background information for presentation for union inquiries, grievance and arbitration hearings. 

 Duties:

  • Accountable for application of the University’s Recall obligations under Article 20 of the NASA Collective Agreement
  • Updates and maintains the recall candidate listing for both Support Staff and APO on daily basis to ensure the recall list is accurate and up to date
  • Coordinates intake meetings to establish criteria and outline expectations of recall and the university hiring environment
  • Demonstrates empathy and understanding required while maintaining sound judgement on when a firm stance may need to be taken in order to ensure recall process is met
  • Liaises with the Return to Work Consultants to ensure the universities obligation to Duty to Accommodate has been met prior to recall checking
  • Reviews all job postings prior to them going public to see if there are candidates on the recall list who need to be considered
  • Validates posting accuracy and final check for errors and corrects information and makes edit suggestions as required prior to sending recall matches
  • Forwards all applicable recall candidates’ resumes to the line area to review for suitability and possible interview for the position
  • Provides consultation and advice to department or faculty contacts on the recall process as well as assurance that the universities obligation under the collective agreement has been fulfilled through the recall process
  • Provides resume and interview advice to recall candidates as well as supports through resource referrals
  • Leads information sessions and one on one interventions with departments to ensure collective agreement understanding and compliance regarding the recall provisions
  • Manages the Support Staff Disruption Training Fund; reviews training requests for individuals to enhance employability on campus and approves or denies requests for training; manages the training fund budget
  • Supports departments with appointment letter template and offer process
  • Provides monthly reporting to NASA and responds to any inquiries on behalf of members
  • Works directly with the Team Lead, TA Support & Immigration on any escalations related to recall
  • Supports Team Lead, TA Support & Immigration and unit with administrative and project support or vacation coverage as required

Qualifications:

  • Post secondary degree in Business or related post secondary in Human Resources (diploma/certificate)
  • Minimum 5yrs experience in recruitment; ideally in a unionized/public sector environment
  • Strong understanding of job posting development and writing skills
  • Knowledge of relevant employment legislation, policies and collective agreements
  • Ability to exercise a high degree of independent decision making by applying professional standards to personal judgment and objectivity
  • Experience working in a large public sector and/or unionized organization with multiple employee types
  • Ability to negotiate issues, manage conflict and navigate difficult situations or communication
  • Demonstrated ability to build strong professional relationships
  • Experience working within PeopleSoft, Recruitment and Advertising Database (RAD), Microsoft Office Suite, Google Suite
