RESEARCH INSTITUTE OF THE MUHC
The Research Institute of the McGill University Health Centre (RI-MUHC) is a world-renowned biomedical and hospital research centre. Located in Montreal, Quebec, the Institute is the research arm of the McGill University Health Centre (MUHC) affiliated with the Faculty of Medicine at McGill University. The RI-MUHC is supported in part by the Fonds de recherche du Québec - Santé (FRQS).

Position summary
Accountable for the procurement of high dollar value consulting and professional services and tendering for goods and service, ensuring institutional LCOP conformity. Working closely with the Research Contract Office and MUHC Procurement, the incumbent plays a key role in writing and negotiating procurement supplier and consultant contracts validating and approving the onboarding of new suppliers. Moreover, is equally responsible for ensuring that U.S. federally funded and Canada Foundation for Innovation (CFI) funded procurement requirements are respected.

General Duties
• Manages procurement files (calls for tenders) in compliance with laws, policies, directives and standards on procurement and ethical conduct,
• Prepares and coordinates the evaluation committee’s process,
• Authorizes and recommends authorization of contracts and orders awards based on approval thresholds,
• Ensures LCOP exemption process is in force and respected,
• Anticipates and prepares for procurement public tender for major research supplier needs,
• Reviews and or write supplier and consultant contracts,
• Guides procurement requestors to complete necessary documentation to submit applicable requests,
• Guides research community, services and suppliers with respect to the procurement processes,
• Makes recommendations in collaboration with the research community on the selection of suppliers with a goal to reduce total costs,
• Performs market analysis and prepares management reports on procurement activities,
• Develops and implement new procedures and processes.


Education / Experience

Education: Bachelor's Degree
Field of Study: Management Sciences, Accounting, Finance or other related field.

• Procurement Certification obtained or ongoing
• Ministry accreditation – secrétaire de comités de sélection (SCS)

Work Experience:
• Experience of a minimum of seven (7) years in Accounting or Finance including three (3) years of similar or related experience in procurement or contract management,
• Experience in supervision is an asset.

Other requirements:

• Professional proficiency in French and English, both written and spoken,
• Ability to work with multidisciplinary team,
• Understanding of accounting principles,
• High level of accuracy and autonomy, attention to detail and the ability to respect deadlines,
• Desire to offer excellent customer service and the ability to judge appropriately and to communicate with tact and discretion,
• Knowledge of general business laws and competitive bidding laws, contracting, industry standards and general business practices,
• Knowledge of practices in relation to consultation, negotiation and dispute resolution in consultation with stakeholders, to negotiate contracts.

Status : Full-Time
Pay Scale: $47,320.00 to $87,887.80
Work Shift: 8:30 a.m. to 4:30 p.m. Monday to Friday
Work Site: 2155 Guy (Hybrid)
