Compensation Range

Job Summary

The Evaluation Coordinator, Housing is Healthcare (HIH) Project for the Centre for Rural Health Research, is responsible for assisting the Principal Investigator (Dr. Kornelsen) and key partners in BC, and other members of the project advisory committee, to undertake a comprehensive study on the costs and rural patient experiences of relocating to Vancouver for organ transplant.

This project will use a mixed-methods approach including in-depth qualitative interviewing and survey research to (1) understand and document the experiences of rural patients who are traveling to Vancouver for an organ transplant, including documenting the psychological, social, emotional and cultural impact for rural patients leaving their communities to access care in Vancouver and (2) use survey research to document the out-of-pocket costs incurred over the course of care.

This position requires a dynamic and motivated individual who is passionate about health service evaluation, rural health care , health equity and reducing rural health disparaties. The work environment will be fast-paced with the opportunity to influence provincial policy in BC. The successful candidate will also contribute to the usual research facilitation activities within the context of the project including the potential for the preparation of grants to secure leveraged funding and knowledge translation activities. The role demands independent although supported leadership. It is anticipated that, with support, the Evaluation Coordinator, HIH Project will maintain a positive, productive and professional tone for the work environment. 


Organizational Status
The Evaluation Coordinator, HIH Project will be housed at the Centre for Rural Health Research (CRHR), Department of Family Practice, at UBC. CRHR is a clearing-house for academic and community-based researchers, policy makers, administrators and other key stakeholders working together to produce evidence to inform policy to sustain rural health care. CRHR programs are currently funded by CIHR, the Shared Care Committee, the Specialists Services Committee, the Rural and Remote Division of Family Practice, and Interior Health Authority. 
Work Performed
The Evaluation Coordinator, HIH Project will be responsible for:

• Managing and overseeing the Housing is Healthcare (HIH) project through all project management lifecycle including:

  • Initiating and implementing new or improved procedures and processes to support the HIH initiative 

  • Team management – organize, implement, and lead project deliverables, directing team members

  • Managing the administrative evaluation protocol, ethics application and data requests

  • Developing the qualitative evaluation protocol including relevant evidence-based or validated indicators

  • Overseeing ongoing quantitative and qualitative data analysis

  • Leading project advisory meetings as the Chair

  • Liaising with key stakeholders to keep them informed of progress

  • Leading fieldwork visits for case study communities as required

  • Directly managing UBC Work Learn students and team involvement in project

  • Owning and submitting quarterly reports to funders including the creation of the final project report, with administrative support provided from work learn students. Reports may include financial reports, project outcomes, milestone deliverables. 

•    Managing and owning HIH full project lifecycle including setting direction for the project, project continuous improvement, directing students, managing project within budget and timelines, and full aspect on deliverables. 

•    Leading evaluation on the project. 

•    Leading and developing meetings to define and redevelop project strategy and goals

•    Managing and building collaborative relationships with local and regional partners

•    Collaborating independently with stakeholders

•    Overseeing and ensuring HIH team is supported and identifying any opportunities and gaps and taking action as necessary. Leading hiring process for any Work Learn students, contractors, etc. Managing employee lifecycle for direct reports by partnering with the Department Administrative Team as necessary. 

•    Developing standards of practice for all aspects of the project, with focus on information sharing and implementing data management plan for the HIH project

•    Managing ethics applications 

•    Directing grant applications to appropriate funding sources 

•    Identifying and actioning on new research opportunities;

•    Knowledge translation activities with a focus on facilitating the submission of academic publications for peer review.

Scientific Responsibilities, Knowledge Sharing & Knowledge Translation:


•    Developing manuscripts, reports and presentations of process, milestones and review findings as required;
•    Leading the quarterly updates among team and partners along with ongoing interactions
•    Managing and reviewing scientific manuscripts and abstracts for publication
•    Identifying knowledge translation opportunities and guiding related activities;
•    Acting as a key member of the team by representing the team and the HIH project in public and academic presentations.
Consequence of Error/Judgement

The Evaluation Coordinator, HIH Project is responsible for the planning, design, and implementation of project activities in collaboration with members of the larger team. This position requires working effectively within an organizational structure and involves a high degree of self-direction, the ability to work to tight timelines and strong interpersonal skills. Poor decisions and errors in judgment could result in delayed completion of projects or inappropriate planning, result in financial loss, and damage the reputation of the Centre for Rural Health Research, the Faculty of Medicine and the University of British Columbia. In addition, the impact, if an error occurred, would be misinterpretation of results in information disseminated to decision-makers, the public, and academic audiences. The consequences could lead to inappropriate policy and decision-making related to rural surgical and obstetrical services.

Exercising Judgment: The Evaluation Coordinator, HIH Project must exercise good will, tact, judgment and discretion in working with various senior professionals and collaborating with internal and external agencies. Knowledge and sensitivity to issues is required.


Impact of Decisions: The Evaluation Coordinator, HIH Project is expected to communicate with internal senior administration, staff, research investigators, and community/external agencies. Errors in decision making may compromise the reputation of the HIH project/the key investigators. 


Supervision Received
The Evaluation Coordinator, HIH Project works with independence but regularly communicates with the Principal Investigator and the project advisory committee. 
Supervision Given
The Evaluation Coordinator, HIH Project is responsible for overseeing the day-to-day operations of the HIH project including the supervision of students and collaborate with partners. 
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of three years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

•    Graduate degree in a relevant health service evaluation discipline is preferred, but not required, such as Population/Public Health, Health Administrator, Measurement and Evaluation;
•    Professional experience in health service program planning and research;
•    Strong experience with and expertise in qualitative and quantitative research methods, specifically survey design and analysis;
•    Experience in an academic, research or medical environment;
•    Experience building and working within collaborative environments;
•    Familiarity with rural health services, specifically access issues and understanding of the provincial health systems framework (e.g. legislative mandate, confidentiality & privacy, ethics) an asset;
•    Excellent command of the English language with a strong ability to communicate effectively both verbally and in writing
•    Proven ability to innovate, think broadly and to focus on process and outcomes
•    Proven ability to establish and maintain effective working relationships with stakeholders or clients
•    Extensive knowledge of research methodology, statistics
•    Strong ability to compose correspondence, reports, presentations, and other written materials using clear and concise business English
•    Effective presentation skills and ability to communicate information in a way that is understandable to non-evaluation trained audiences
•    Proven skills in project management
•    Ability to effectively use MS Word, Outlook, PowerPoint and Excel at an advanced level
•    Ability to effectively use SPSS, and NVivo at an intermediate level
