DUTIES

General Accountability:
The Director, Supply Chain Management is responsible for the development, implementation and maintenance of supply chain planning, management and procurement activities to support Thompson Rivers University's mission, vision and operations. Responsible for the strategic and tactical sourcing of services, commodities and materials, the position will be focused on delivering the best total cost and value of commodities and services to the individual divisions. Responsible for the development of both internal and external relationships, enhance supply chain management, vendor engagement and other business partnerships.

The position will provide leadership to the department in the implementation of the key areas of the organizations strategic plan particularly around the area of customer service and engagement. The position will be key in providing coaching and facilitation to the University community on supply chain management (in partnership with the Director of Finance) and explore new technologies and service options for both internal and external customers. As a member of the Finance and Procurement team, the incumbent is responsible for providing analysis, advice and support to all levels of management on supply chain management matters.


Organization and Structure:
This position is an integral part of the senior Financial Services team and works collaboratively with all Directors and Managers in the team to achieve the strategic and operational goals of the Financial Services division and the University.  Specifically the team is responsible for the full scope of financial services and will work together to prepare financial statements, analysis, internal and external reporting, review and implement new systems, business processes, procurement, warehousing and internal controls.


Nature and Scope:
The scope of the Director, Supply Chain Management includes the management, administration and coordination of the full scope of purchasing, warehousing and inventory management. Will work with TRU's Deans, Directors and Executive to enhance vendor engagement and business partnerships.

The incumbent shall assist the Associate Vice-President to develop and implement a divisional mission congruent with the organization's vision.

To be successful, the incumbent requires a high degree of motivation, critical thinking, independence, judgment, management, supervisory skill, tact, diplomacy and well-polished communication and interpersonal skills. In addition the incumbent needs to have significant knowledge and experience in business processes, current technology and emergent technology to institute and maintain leading business practices.


Specific Accountabilities:

  • Planning and directing through the staff, the University's supply chain services including sourcing, receiving, shipping, distribution, inventory management and vendor relationships.
  • Leads procurement team in developing and implementing alternate ways to source in order to achieve improved cost, better solutions, delivery and cash flow, including effective use of e-sourcing, procure-to-pay and decentralized services.
  • Establishing goals and objectives, performance standards, motivating, training, directing and evaluating the performance of staff.
  • Lead and undertake process improvement initiatives with vendors and cross functional team members.
  • Ensures all processes of supplier contact and proposals are in compliance with the University's Policies and in accordance with applicable laws and government regulations.
  • Put in place policies and procedures to ensure that all purchases are based on reasonable cost and on the integrity and fairness of the supplier selection process including competitive bids and proposals.
  • Prepares consolidated managerial reports as needed to facilitate and recommend actions to ensure optimal supply chain management.
  • Oversees and manages purchasing card program.
  • Review, develop, monitor and amend systems, procedures, business process to ensure internal controls are appropriate, functional and operational.
  • Support compliance initiatives and corporate commodity, logistics and inventory strategies to achieve synergy across the operation.
  • The hiring, promotion, dismissal, or reassignment of staff.
  • Responsible for the Procurement policies and procedures manual.
  • Assuming the duties and responsibilities of the Associate Vice-President, Finance, in his/her absence as directed.

    QUALIFICATIONS

    Qualifications and Experience:

    • Bachelor's and/or a Masters degree (in business, supply chain or related area).
    • Professional purchasing designation (SCMP) would be preferred.
    • Minimum 10 (ten) years progressive experience in a relevant role.

    • High level of initiative, integrity and honesty.

    • Experience in eProcurement implementations, strategic sourcing and procurement transformation initiatives.
    • Excellent communication and interpretation skills.

    $135,824.00 - $159,798.00 ( Admin Pay Band DH )
