Royal Roads University's ("RRU’s") Director of Emergency Management and Resilience will play a key role in helping our organization to plan, prepare and respond to critical incidents of all sizes. Do you want to take the next step in your emergency management career, helping RRU prepare for and respond to emergencies, managing risks and leading development of business continuity plans? Join our team to help us keep the University community safe and lead the efforts to provide support during emergencies and to ensure business continuity.

Within the Operations & Resilience portfolio, the Director, Emergency Management and Resilience is responsible to focus on the mitigation of RRU’s compliance, liability and reputation risks through effective delivery of the emergency planning and management program, business continuity planning, 24/7 security services, and the University’s safety program.  In addition, the Director will oversee the Operations & Resilience web presence as well as development and implementation of relevant policies and procedures.  This scope of responsibilities extends to both the Colwood and Langford campuses.

Reporting to the AVP Operations & Resilience, the Director is responsible for the supervision and performance management of a focused team of exempt employees and approximately 20 contract security staff.  The Director’s work will align to RRU’s risk-awareness and maturity objectives, and the Enterprise Risk Management ("ERM") framework.  As the RRU lead for emergency planning and response, as well as business continuity planning, the Director will be RRU’s Incident Commander during emergencies and ensure that all plans are documented, to meet legislated requirements where applicable, and therefore, promote resilience building across the organization to enable RRU to recover from emergencies or traumatic events.

The incumbent must demonstrate exceptional leadership and organizational skills, confidence and poise as they will be the RRU representative with first responders as well as community/municipal, Ministry, other governmental emergency partners and relevant external parties (eg. Indigenous leaders and community organizations).


 
Job Requirements
  • A graduate-level degree in emergency, safety or security studies with five years experience in complex organizations or an undergrad credential, diploma, or certificate in the emergency studies with 10 years of experience in the emergency management field
  • Advanced communications skills (written, verbal, presentation) with the ability to convey complex concepts in clear and concise language
  • Exceptional leadership skills in effective stakeholder engagement and relations management, in both internal and external organizational contexts
  • Ability to think critically, make difficult decisions and be accountable for outcomes
  • Demonstrates an ability to identify and take initiative when appropriate, and when to escalate questions or emerging issues
  • Demonstrated experience acting in the capacity of Incident Commander including interactions with first responders in a diverse and complex organization
  • Demonstrated experience working with a security team
  • Demonstrated experience managing safety programs
  • Demonstrated experience developing business continuity plans
  • Demonstrated experience developing plans, policies and procedures
  • Excellent administration skills, with ability to create and implement effective processes and trouble-shoot emerging issues
  • Seasoned line management skills with the ability to be a “coach”, inspire support and where needed, manage conflict amongst matrixed team members in service to the overall portfolio goals
  • Proficiency with Microsoft products/software and other technology applications and aptitude to assess and deploy new and advancing forms of technology in routine workflow
  • Uses tact and discretion in the work place, and understands its importance in relation to the broad responsibilities of the both the Operations & Resilience team and the broader VPFO portfolio
  • Extensive experience managing ambiguity, working in a fast-paced, frequently changing work environment
  • Well-developed work ethic and attention to detail
  • Demonstrates a positive, professional and engaging approach to work, and the work place

Additional assets will include:

  • Sound knowledge of the BC post-secondary system and more specifically, RRU’s mission, vision, business strategy and current program offerings
  • A recognized project management credential would be an asset for this role
  • The commitment to and interest in managing a broad array of duties spanning from repetitive, routine tasks to complex matters
  • A Microsoft Excel “super user” and/or experience with MS Project
  • Valid BC Driver’s License

Additional Information
This is a regular, full-time position working 37.5 hours per week. This position has been evaluated at ME-C with a salary range of $115,734 (minimum) to $136,157 (midpoint) to $156,581 (maximum) per annum. Employment offers will normally be made between the minimum and midpoint of the range and are determined by knowledge, experience and internal equity.
