Education
Master’s Degree in Library Studies and five (5) years of experience as a professional librarian in a library or information centre environment.

Note:
The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.
Any higher level of education could be recognized as experience.
Two (2) years of experience in a supervisory role;
Three (3) years of experience in managing or providing open source information services in an intelligence milieu; or researching information and using analytical techniques in order to draw inferences and conclusions, and make recommendations.

For the criteria of experience in a supervisory role:
We are looking for experience related to the skills required to perform the functions, and not necessarily formal “supervisory” experience.
Depending on the number of employees to be supervised, this may involve various degrees of experience in planning, coordination, control and leadership of human resources.
These skills may have been acquired through both work-related and other experiences, including voluntary and other work experiences, as a supervisor or not.
Formal supervision entails to day-to-day planning, organizing, directing, controlling and performance of the work of others (team) in achieving or attaining results with an organization.
Tasks include:
Developing strategies to support activities within the organization and help the team understand the objectives.
Encouraging participation, developing talent, setting objectives and providing performance feedback to employees.
Identifying issues and resolving workplace problems such as absenteeism and conflict.
Scheduling work hours.
An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, and which is not strictly required. Assets can help determine right fit.

Experience in library systems and library records management.
Experience in financial management (e.g.: responsible for a budget, establishing financial priorities, managing acquisitions, etc.)

Following the initial completion of the screening process, retained candidates will be invited for a written task that will be used as part of the overall assessment combined with the competency-based interview.

The written task will evaluate the competency Uphold Integrity and Respect, as well as the written communication skills.

The competency-based interview will assess the candidate’s experience, knowledge and the competencies listed above. There will also be a situational question

Security Requirements
Candidates must be eligible to receive an Enhanced Top Secret security clearance. The process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications. The use of illegal drugs is a criminal offence. Drug use is an important factor considered in your reliability and suitability assessment during the selection process. Therefore, it is important not to use any illegal drugs from the time you submit your application. The full hiring process can take six (6) to twelve (12) months to complete, though it may be faster for those who already have a valid Government of Canada Top Secret clearance.

The immediate need is to staff this position with a linguistic profile of bilingual imperative (BI) CBB. The employee being appointed to the position must meet the language requirements of the position, as demonstrated by valid second language evaluation (SLE) results, at the time of appointment.
