Chief Executive Officer (temporary, maternity leave)
West Lincoln, ON

West Lincoln Public Library invites applications for the temporary position of Chief Executive Officer. Reporting to the Library Board under authority of Ontario’s Public Libraries Act, the Chief Executive Officer is accountable for leading the organization and for anticipating trends and change. The CEO also provides leadership to a specialized workforce engaged in the analysis and improvement of services, processes and systems, while directing resources toward the fulfillment of the organization’s mission, values, and strategic priorities. The CEO works closely with the Township of West Lincoln and is a member of the Township’s Senior Management Team, Emergency Operations Centre, and Recovery Team.

Hours of work are Monday to Friday, from 10am to 5pm, 35 hours per week. This is a temporary, full-time position to fulfill the needs of a maternity leave. The position duration is from January 18, 2021 to August 31, 2022.

Responsible to: Library Board

Duties and Responsibilities:

– Ensures that the Library is operated in accordance with relevant legislation and best practices
– Develops policies and procedures governing library service for Board approval, in order to ensure effective library operations
– Compiles and analyzes library statistics and reports to the Board and Ministry of Tourism, Culture and Sport
– Establishes strategic financial management processes, and demonstrates financial and operational planning, using sound business and financial judgment
– Prepares the library budget in conjunction with the Library Board
– Represents the library to its clientele and to the community; establishes and maintains communication and cooperative working relationships with the municipality, government, community groups, and library staff, consistent with sound marketing and planning principles
– Directs overall maintenance of the three library facilities and related capital equipment, including planning and overseeing capital projects
– Assumes responsibility for all matters related to personnel administration including staff allocation, evaluation and professional development
– Liaises with professional organizations and participates in professional forums that advance library service in the areas of technical, regulatory, community and management developments
– Keeps the board informed of progress, conducts the Board’s official correspondence, and prepares and maintains the business and financial documents of the Board
– Manages the process by which library materials are ordered, received and tracked
– Identifies needs of the community from the library standpoint, uses marketing and promotional tactics to raise awareness of the library, and builds community support for the library
– Formulates and implements an ongoing technology planning processes

Qualifications, Knowledge and Skills:

– Master’s Degree in Library and Information Science from an ALA accredited program;
– 5 years of senior management experience in library operations;
– Strong skills in organization, management, administration and motivation;
– Excellent communication and interpersonal skills;
-Thorough knowledge of the Ontario Public Libraries Act and other Provincial/Federal regulations/programs related to libraries and to the municipal sector.

Compensation:

– Township of West Lincoln Pay Grid – Level 5 ($78,943.92 to $98,679.90).
