Duties and Responsibilities:

Responsible for managing and monitoring of the Pension Fund and the Endowment Fund, continuously assessing potential risks and improvements to ensure a diversified portfolio and mitigate return volatility for members. The incumbent acts as a subject matter expert providing guidance, advice and expertise on all investment matters relating to the University’s portfolio while liaising with external services to ensure University policies, legislative requirements and industry practices are met.


Qualifications:

The incumbent must possess the following qualifications:
• Knowledge is deployed for purposes of the strategic management of the Plan, and the Funds
• Knowledge of existing and emerging investment strategies, related risk, and return opportunities
• Knowledge of contemporary best practices in pension and endowment investment management, portfolio construction and risk management, actuarial principles and pension plan design, communications with stakeholders
• Knowledge of governance best practices and fiduciary duty under pension legislation and the common law
• Knowledge of the legislative framework-governing pension plans including fiduciary responsibilities
• Solid understanding of financial markets, economic indicators, asset management, risk management and compliance
• Strong knowledge of investment concepts, terminology, styles, models, strategies and portfolio theory, asset allocation, performance management and capital markets
• Understanding of applicable laws, rules, regulations such as the Pension Benefits Act, compliance regulations, industry practices and governance standards
• Demonstrated ability to evaluate and assess risk and performance across asset classes
• Excellent analytical, planning and prioritization skills to evaluate and address workload in a fast-paced environment and to complete detail-oriented, highly accurate work
• Excellent written and verbal communication skills and ability to translate complex information into understandable, actionable reports and materials for groups with varying financial knowledge; strong presentation skills and ability to successfully work in a team


Education and Experience:

The above is normally acquired through the completion of:
• Undergraduate university degree in finance, business administration, accounting, economics or a closely related field
• Industry designations such as CFA, CAIA, FRM, PRM are considered an asset.
• An MBA, Masters in Finance or an equivalent designation, certification or degree is a plus
• A minimum of 5 years of previous experience in the financial services sector, with direct experience in institutional portfolio management or overseeing investment risk for a public fund, private institution or an endowment

Important Note Regarding Pandemic Related Operations:

This position is required to work on campus. Exceptionally, since March 2020, many staff and faculty at Carleton University have been working from home in order to comply with public health requirements while continuing to provide services to support the operational functioning of the university. We are currently in the process of identifying positions that need to work on campus as part of our return to campus process. This position may be required to work temporarily remotely due to public health requirements or it may have been identified as one of the roles that are required to work on campus. If this position is required to work on campus, the successful candidate will be informed of the health and safety measures that are in place to ensure their safety on campus. If there is a requirement to work remotely (it is possible that there could be a requirement to work both remotely and on campus), the successful candidate will work with the manager to set up a remote work environment including discussing appropriate technology and requirements. Please note that once public health requirements permit, Carleton University will resume normal on campus operations and at that point there will be a timely notification provided by the manager and the requirement to working full time physically onsite will resume. Therefore, we are looking for candidates currently in or looking to relocate to the Ottawa area.

Additionally, Carleton University is continuing to maintain a safe work environment and requires mandatory vaccination against COVID-19 as per Public Health recommendations under the Reopening Ontario Act. As Carleton University requires that staff be available to attend on-campus meetings and to work, as required, in person, the successful candidate will be required to comply with this policy and be fully vaccinated before commencing employment.
