To be part of this innovative Centre you will be responsible for the Monitoring, Evaluation and Research (MER) and for making an outstanding contribution by tracking CHL program progress and implementing the CHL (MER) system.  This will include the design and management through to reporting on MER activities across CHL programs. The CHL’s MER activities strive to go beyond traditional monitoring and evaluation and will successfully increase academic understanding and create new knowledge within the humanitarian system. 

You will contribute to the production of MER reports, disseminate analysis and findings, and the overall  CHL strategy. The position will support the CHL Director and Operations Manager to recruit and manage short term advisors carrying out MER activities, research or analysis and provide MER capacity-building support to CHL partners as requested by program teams, including support for program learning activities.

There are three main components of the role with responsibilities as follows:

Monitoring

  • develop and/or modify the monitoring framework that corresponds with each CHL program and provide advice on the development and implementation of program tracking, monitoring and evaluation systems
  • support periodic review and update Theories of Change and MER frameworks
  • track CHL program progress and implement the CHL MER system, through design, managing and reporting on MER activities across CHL programs
  • support CHL to implement, monitor and report against program activities, track results, and lead outcome evaluation and/or research activities for CHL programs
  • identify and reports on any gaps, concerns, or urgent needs; recommended adaptations or program course corrections as needed. Track progress against work plans ensuring efficient, effective and timely delivery, and report these to the CHL Director, identifying any potential risks and areas requiring further support
  • work closely with CHL Projects and Grants Manager to oversee and deliver grant commitments and reporting in collaboration with the CHL program team
  • design and implement quantitative and qualitative data collection (surveys, interviews, focus groups, case studies), analysis, research and reporting for review of each programs’ progress against their Theories of Change.

Research

  • provide the support on evaluation and research design for studies related to CHL grants
  • ensure Deakin University ethics applications are completed and approved, including through direct writing and updating of ethics applications when needed
  • serve as the principal investigator on key CHL research that links to grant-funded monitoring and evaluation
  • ensure all program-related research is compliant with ethics approvals
  • work with CHL program teams and counterparts within partner organisations (where appropriate) to gather, interpret and analyse primary quantitative data collected through their operations

 Reporting, Publications and Dissemination:

  • analyse research or other program data to develop reports that respond to intended audiences (internal, donor-facing, industry-facing or academic journals)
  • write and publish high-quality reports
  • provide written and verbal reporting of MER findings to key CHL staff and stakeholders, including through PowerPoint presentations and infographics
  • lead CHL learning agenda, including through internal consultations and learning events, analysis of available evidence, and dissemination of learning products for internal and external audiences
  • liaise and meet regularly with CHL team members and relevant CHL partners to ensure the MER team is up to date on program activities and challenges
  • work closely with CHL’s communications team to ensure reports are timely, relevant and professional in line with Deakin University and CHL branding as well as relevant donor guidelines.

 To be successful, you will have:

  • PhD in a relevant discipline and/or advanced qualifications and experience in the relevant discipline area.
  • a Nationally recognised research reputation underpinned by publications in quality journals, and exhibitions relevant to the discipline
  • work experience in a development or humanitarian non-governmental organisation, In-country work experience in humanitarian settings strongly preferred
  • demonstrated experience working in a university or other setting which required submission of formal ethics approval application and research with human subjects, informed consent procedures, and academic publication
  • demonstrated capacity and passion for leadership of research and administration
  • excellent interpersonal skills and a proven ability to establish good working relationships with colleagues.
