Reporting to:
Associate Director Strategic Projects
The Project Officer is responsible for effectively and efficiently coordinating project activities and providing support to the Strategic Project team in the delivery of the University’s Strategic Projects, from concept to post occupancy review.
Under general to broad direction, and reporting to the Associate Director Strategic Projects, the Project Officer will provide project management, technical, financial and administrative, support to Strategic Projects and will provide transparent, responsive and consistent service to all stakeholders.

Key Position Responsibilities

The Project Officer will be accountable for:

  • Providing efficient project management, financial and administrative support to the Associate Director Strategic Projects and other strategic project staff in a complex environment.

  • Contributing to project management activities during the planning phase through construction to completion and handover.  Liaising with colleges, stakeholders, user groups, and departments of the University to ensure the integration and coordination of activities relating to strategic projects.

  • Supporting all aspects of the procurement and tender process for all strategic projects and appointment of external consultants and contractors. Coordinating external authorities, consultants, contractors, subcontractors and suppliers as required.

  • Coordinating stakeholder engagement, governance and project meetings, including drafting and preparing agendas and associated papers, taking minutes and ensuring their timely distribution.

  • Preparing and issuing contracts, variations, and contract related correspondence in line with University policies and financial delegations.

  • Providing accurate financial reporting and managing financial tasks including purchase orders, invoices and forecasting using relevant University systems.

  • Coordinating contractor inductions and ensuring contractor management is undertaken in accordance with organisational requirements.

  • Administering project management software and managing the registration and training of users. 

  • Managing electronic and hardcopy project files in accordance with the University Records Management Policy.

  • Any other responsibilities in line with the level of the role as assigned by the Associate Director Strategic Projects and/or the University.

Key Position Capabilities

  • Completion of a degree or equivalent combination of relevant experience &/or education &/or training.

  • Demonstrated experience and skills in project administration, project coordination and/or management of building related projects.

  • Well-developed interpersonal, written and verbal communication skills including the ability to communicate effectively with a wide variety of internal and external clients, contractors, senior management and University staff.

  • Experience in the development and implementation of administrative processes and systems.

  • Well-developed IT skills with standard office, IT systems and applications including Microsoft Word, Excel Outlook, MS Project, stakeholder engagement software, Aconex or similar.

  • Proven capacity to use initiative and the ability to prioritise in order to meet deadlines.

  • Proven ability to work both independently and also effectively as part of a team.

  • Demonstrated flexibility in approach to work and willingness to undertake new tasks, gain new skills and able to learn quickly.

  • Ability to use Flinders University systems, including Tech One, Basware and Content Manager

  • Previous experience working in a Higher Education Facility or Building environment.
