Under broad direction, the Facilities Manager is responsible for delivering high quality, centrally managed services across the university physical environment to support the health, wellbeing, and physical safety of Flinders University students, staff, and visitors. This position manages service delivery, quality assurance and performance management of service providers, in line with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). The Facilities Manager works closely with a range of internal and external stakeholders, to establish and manage valuable relationships across the university.
The Facilities Manager is responsible for managing built assets defined within a designated area of responsibility, including the development of supporting processes. This role will also support facility management operations across rural/metropolitan campuses, in line with business needs. This position may require work outside of normal hours on rostered on-call basis.

Key Position Responsibilities

The Facilities Manager is accountable for:

  • Acting as the primary contact for key internal and external stakeholders associated with the provision of all facility management, maintenance services and facility related matters in their designated precinct.

  • Delivering and monitoring planned preventative maintenance programs and operational contract management for services and responding to the needs of the university.

  • Supporting the Manager, Campus Operations in evaluating and monitoring contractor performance, contract renewal and the establishment of new service-related contracts, supporting the project management team through design, construction, and commissioning phases of projects.

  • The administration of the University high risk permit and permission to proceed processes in relation to high-risk activities defined by the university within the relevant area of responsibility.

  • Initiating and undertaking hazard identification, asset condition and contractor safety audits to ensure high level compliance with university requirements.

  • Ensuring all safety management plans, and associated documentation is in alignment with university requirements and risk management.

  • Providing advice on the review and update of facility operations risk assessments, ensuring compliance with university policy and regulatory requirements.

  • Managing and coordinating asbestos removal work within area of responsibility that complies with the requirements of WHS regulations and relevant code/s of practice.

  • Providing support to the university’s Asset Manager in capturing service costs at the desired optimum maintenance service level and contribution to the university’s multiyear capital renewal plan.

  • Scheduling/tasking asset schedules, databases and registers that are associated with facility management obligations across university owned or occupied sites, in alignment with university policy and mandatory requirements.

  • Engaging with university stakeholders or occupants on schedule and breakdown maintenance activities in alignment with PFD communication protocols/notices.

  • Any other responsibilities in line with the level of the role as assigned by the Supervisor and/or the University.

Key Position Capabilities

  • Postgraduate qualifications and relevant experience or an equivalent combination of experience and/or education and/or training.

  • Demonstrated high level interpersonal, written, and verbal communication skills with a strong focus on customer service skills, negotiation skills and high level to advanced conflict resolution.

  • Demonstrated extensive experience in delivering facilities management services utilising facility management software solutions.

  • Demonstrated commitment to customer needs, including demonstrated success in providing high quality customer focussed service.

  • Demonstrated ability to build relationships with key stakeholders to develop solutions and create opportunities.

  • Extensive high-level knowledge of facilities compliance requirements, hazard management and work health and safety legislation.

  • Demonstrated ability to diagnose problems, determine innovative solutions to complex problems and arrange rectification across a range of service disciplines associated with facility operations.

  • Demonstrated understanding of the WHS Act 2012 and associated regulations, quality management principles and continuous improvement concepts with a focus on operating within facility & project management delivery environments.

  • High level experience in contributing to the development of policy, guidelines, and operational procedures.

  • Knowledge of and/or experience in the higher education sector and an understanding of university structure, policies, and procedures.
