The Department of Global Health and Population at the Harvard School of Public Health seeks a Research Associate/Scientist for the Strengthening Health Resource Tracking and Management for Improved Delivery of Primary Care in India and Ethiopia project (hereafter referred to as the RTM project). This is a 3-year grant funded position. The goal of the RTM project is to develop better evidence and promote its use to increase the efficiency, effectiveness and equity of primary care delivery in Ethiopia and India. This will be accomplished through research and analysis on health RTM in each country, working with in-country partners in government and elsewhere. The project will also contribute to global learning on the effective use of resource tracking for improved primary care outcomes. RTM is conceptualized in the project framework as including resource mobilization, allocation, utilization, productivity, and targeting.
The primary functions of this project are as follows:
The Research Associate/Scientist will work with a small dynamic research team at HSPH that is currently engaged in several projects in Ethiopia and India. The team is lead by Peter Berman, the Principal Investigator for the RTM project (www.hsph.harvard.edu/peter-berman/). Work will be conducted collaboratively with in-country research partners and consultants who will provide technical expertise and in-country experience. Excellent in-country collaborators have already been identified in both countries. The successful candidate for this position will have extensive experience conducting rigorous international health financing and/or public finance research, be knowledgeable about health financing and resource flows in low-resource settings, and will have proven managerial and leadership talent. Experience working in Ethiopia and/or India strongly preferred. The Research Associate/Scientist will be based in Boston, traveling frequently to Ethiopia and India to work with in-country partners. The Research Associate/Scientist will oversee the implementation of research activities and provide visionary leadership and management for the RTM project.
Specific responsibilities include:
•Contribute substantially to the design and execution of project research and write-up of research results, including co-authoring scientific papers and publishing in reputable journals

Doctoral qualification in health systems, health financing, global health, public finance, or related field. Research Scientist level requires at least two years applied experience beyond doctorate. Applicants should have a demonstrated ability to conduct collaborative and methodological research and work independently in the design, conduct, monitoring and analysis of research studies and interventions. Applicants should also demonstrate strong quantitative and communication skills and have interest in assuming a leadership role.
A background in public or health economics, health care delivery, health care financing, and/or health systems development in low-income countries. Prior field research experience related to health financing or public financing in low-income settings desirable. Substantial experience in applied research and research administration. Strong writing skills and exceptional oral and written communication skills. Ability to represent the Principal Investigator and the Project with external constituents, including the donor, international organizations, peer institutions, and Ethiopian and Indian government bodies. Ability to travel and work independently required. Excellent problem solving, communication, supervisory, and organizational skills. The ideal candidate will have demonstrated success leading collaborative projects and achieving exceptional project results. He/she will have excellent interpersonal skills and be able to support and collaborate with diverse partners in a positive and productive partnership.
