Technical Assistance and Consulting Services (TACS) is a research and outreach unit in the University of Oregon’s (UO) College of Education. The UO is a member of the prestigious Association of American Universities and has over 23,000 students and an annual operating budget approaching $750 million. The College of Education is nationally recognized, and is ranked third in the nation for its special education programs. The UO is located in Eugene, Oregon, a progressive city of approximately 155,000 people in the beautiful Willamette Valley. Eugene has abundant recreational and cultural opportunities and is one hour from both the Pacific Ocean and the Cascade Mountain Range. Portland—Oregon’s largest city— is 100 miles to the north.
To empower state education agencies, social service agencies, districts, schools and families in helping infants, toddlers, children, youth and young adults with disabilities achieve their highest potential.

Description of TACS
At TACS, we offer technical assistance, consultation, training, product development and program evaluation focused on best practices in the field of special education. We support a transdisciplinary approach that involves multiple stakeholders in identifying evidence-based strategies, and implementing those strategies at the state, district and school level. We provide support to states in meeting federal accountability requirements and implementing and developing results improvement activities under the Individuals with Disabilities Education Act (IDEA).
TACS houses the Western Regional Resource Center (one of six regional centers in the Office of Special Education Program’s national Regional Resource Center Program), the National Post School Outcomes Center, Signetwork ( a state personnel development grantee service) and other grant and contract funded projects. TACS collaborates with the U.S. Department of Education and its various offices, the national Technical Assistance & Dissemination Network, the University of Oregon College of Education and various other national, regional and state projects.
Currently seeking a Research Associate or Research Assistant for TACS. The person in this position will bring special education technical assistance and project management experience to our talented and innovative team. All staff members at TACS contribute to a variety of projects that seek to improve results for infants, toddlers, youth and young adults with disabilities. We work at the national, regional and state level level serving a large, diverse and fascinating region; thus, travel is required. The worksite for this position is onsite in Eugene, Oregon. Telecommuting arrangements will not be considered.
- Doctorate (required for Research Associate level), Masters (required for Research Assistant level) in Special Education; General Education; Early Intervention; Educational Leadership; Educational Policy; Public Policy; Non-profit Leadership and Management; Law; or related field.
For Research Associate Candidates:
- Experience overseeing complex budgets.
- Experience serving as a principal investigator
For Research Assistant and Research Associate Candidates:
- Demonstrated progressively responsible experience within the field, including significant leadership roles in public education, higher education or the public/non-profit sector.
- Proven project management skills, ability to plan and coordinate multiple projects in a team environment with minimal supervision under tight timelines to meet project objectives.
- Experience supervising professional staff.
- Ability to support and share the leadership and direction of comprehensive organizational functions, programs and services.
- Capacity to communicate verbally and in writing, effectively presenting ideas, plans and procedures in a clear and concise manner to clients, team members and funding agencies.
- Demonstrated capacity to collaborate and function effectively in an environment often requiring participatory decision making and cooperative interactions.
- Awareness and knowledge of IDEA and related federal legislation and policy.
- Experience with analyzing policies and evidence based research.
- Ability to examine and report on a wide variety of special education issues within short timelines.
- Proven ability to effectively and discreetly work with confidential and potentially sensitive information.
- Demonstrated problem identification and resolution skills with specific capacity to resolve organizational inefficiencies and conflict.
- Capacity to develop and maintain collaborative relationships with diverse external and internal colleagues.
- Demonstrated experience using and promoting email, web-based applications, project management software, video conferencing and webinar software to communicate and collaborate in real time and asynchronously, both in-house and remotely with others.
- Demonstrated understanding of evidence-based practices in special education.
- Commitment to the ongoing development of cultural competence in serving the needs of diverse populations.
For Research Associate Candidates:
Act as principal investigator or co-principal investigator for TACS contracts, grants and cooperative agreements as needed. Provide staff supervision as directed.
Review and approve expenditures as needed.
For Research Assistant and Research Associate Candidates:
- Participate in development efforts in support of the center’s mission including grant writing, marketing and other development activities.
- Serve as project manager for TACS projects. Assign, schedule, prioritize and review team’s work for standard; provide guidance and support to team as needed.
- Participate in the development of the strategic direction for TACS, set priorities for TACS work and provide leadership in the selection of new research and technical assistance opportunities.
- Monitor specific work-for-hire contracts for proper documentation, timely completion of tasks and the appropriate use of resources and spending patterns.
- Analyze and summarize educational research findings for use by colleagues and clients.
- Serve as state liaison to assigned states/entities as directed.
- Use data from State Performance Plans and Annual Performance Reports to assess states’ needs for assistance; apply scientifically based solutions to those needs.
- Facilitate state efforts to implement the requirements of IDEA and the Elementary and Secondary Education Act by providing research based information.
- Advise clients on research-based practices that may assist them with systems change activities for improving results for students with disabilities.
- Plan and facilitate events (conferences, teleconferences, meetings, etc.) at which research-based practices are disseminated for diverse audiences including colleagues and clients.
- Participate in national Regional Resource Center Program activities including contributing to priority teams and task groups as needed.
- Travel outside of Oregon—notably within the region TACS serves—is expected.
- Participate in recruitment efforts as assigned.
- Serve on boards, committees and teams as assigned.
- Report and document work as needed.
Research Associate ($62,000 – $80,000), Research Assistant ($55,000 – $70,000). TACS will take into consideration the successful candidate’s qualifications and experience in determining salary.
