Objective

The overall aim of JPI Urban Europe is to create attractive, sustainable and economically viable urban areas, in which European citizens, communities and their surroundings can thrive. The aim of this first joint call of JPI Urban Europe is to bring together partners from across society and promote intensive interactions between researchers, policy makers, business and civil society resulting in an innovative and impact-oriented approach. The scope of the call is broad; it covers new and innovative approaches, promotes interdisciplinary research and collaboration and encourages the involvement of stakeholders, thus bridging gaps between research disciplines, citizens and decision makers, city and transport planners, producers and consumers.

Application
Who can apply

Each project proposal must be submitted by a project consortium consisting of at least three eligible applicants from at least two participating countries. Each of the applicants must have the interest and competence to undertake research, development or innovation within the specified themes. What can be applied for

There are no fixed minimum or maximum limits for a project size. Medium-sized projects with total budgets in the range of 1-2 M€ are typically expected, which allows approximately 5-7 projects to be granted funding. However, there are national funding limits for the respective partners. For more information please read the '1st Joint Call for Proposals'.

When can be applied

• The closing date for submitting a proposal was 18 September 2012, 11:59 hrs.

Extra Information

The added value resulting from transnational cooperation must be addressed in the proposal. There is no limit to the total number of partners who can be involved in each project. However, proposals for medium-sized projects submitted by consortia comprising around 3-5 applicants are expected.

When applying from outside the Netherlands, please choose as your organisation 'NWO-JPI Urban Europe' (Acronym=NWO-JPI) and select as Town or city 'The Hague'. As soon as you have done this you can open an account and submit the proposal.

Criteria

Proposals will be evaluated according to the following criteria:

Quality of work

• originality, innovativeness and contribution to knowledge; appropriateness of conceptual approach;
• feasibility of aims and objectives of project;
• feasibility and suitability of project design and research methodology.

Implementation

• Organization of project
  • feasibility and appropriateness of timescale;
  • appropriateness of costing;
  • value for money.

• Project consortium and management
  • suitability of expertise, balance of substantial contributions of members to project consortium;
  • appropriateness of management arrangements for project;
  • scientific track record and/or other key expertise of consortium members;
  • composition of consortium.

• Knowledge dissemination

Relevance to Urban Europe call text 2012

• fit to objectives, key areas and priorities of the call text;
• added value of European trans-national co-operation;
• Scientific relevance.

Potential impact of the project

• extent to which research is likely to be of value to user communities;
• suitability of proposed arrangements for disseminating and communicating outcomes of the project.

Interdisciplinary and cross sectorial collaboration

Procedure

Eligible proposals will be evaluated in an open competition, in which an independent international Expert Panel will rank proposals according to the programme’s evaluation criteria. Besides the Expert Panel no external referees will be used for the evaluation of the proposals. Applicants will have no possibility for rebuttal to the committee’s evaluation.

Committees

The Expert Panel will consist of esteemed researchers and/or otherwise recognised experts in relevant fields. The Panel will be appointed by the participating organisations.

Additional information
Budget

Projects may be funded for a maximum of 3 years, and must start between the 15th of December 2012 at the earliest and the 1st of July 2013 at the latest.

Financiers

A total amount of joint public funding of approx. 7.5 M€ will be provided by national funding agencies from Austria, Denmark, Finland, the Netherlands, Sweden and Turkey. For more information please read the '1st Joint Call for Proposals'.

Erratum 20-6-2012
Unfortunately a flaw has been noted in 'Annex A: Specific National Rules' for Turkey, more specific in the third bullet under 'General Principles' (above on page 18). This text should be neglected and the correct sentence now will be:
'T�BİTAK’s maximum funding budget in the JPI Urban Europe 2012 call is 800.000 € including overheads, all other payments to the Principle Investigators and Co-Principle Investigators (PTI payments).'
