Eligible candidates:

Suitable candidates for the Libertas Support Fund are politically/socially engaged students who are personally active in efforts to improve political or social conditions in their country of origin and because of this have encountered problems in continuing their studies.

If you want to take part in the Libertas Support Fund programme, you must meet the following requirements.

(These requirements also apply to candidates who have previously been awarded a scholarship from the Libertas Support Fund)


  • You must come from a country where it is impossible or extremely difficult for you to study because of your personal political commitment
  • You must be a politically or socially engaged student who is personally active in efforts to improve the political situation in your country of origin
  • You must have met with obstacles to the further continuation of your studies as a result of your political activities
  • You must also meet one of the following requirements: 
    - you must have studied at a higher education institution (in Belarus or Zimbabwe) immediately prior to your arrival in the Netherlands; or
    - you must be able to show that you enrolled for the first year of a higher education study programme (in Belarus or Zimbabwe)
  • You may only study or conduct research at an institution that has signed the Code of Conduct for international study in the Netherlands
  • The Dutch programme must be on the CROHO list (CROHO is the official central register of higher education programmes in the Netherlands)
  • Your study in the Netherlands must be used primarily to obtain a degree at a Dutch institution
  • At the start of the academic year (1 September) in which you study in the Netherlands, you must be no older than 35 years of age
  • Your application must be submitted in accordance with the procedure in force and within the time limits set

Grant information:

Scholarships include the following components:

  • Reimbursement of tuition fees.
  • A monthly allowance of €1,000 (including a standard contribution towards healthcare insurance).
  • Visa fees (standard contribution).
  • A one-off payment towards international travel costs (standard contribution based on country of origin).

Scholarships are awarded for a maximum of 12 months
