Learning from Experience: Methods and Challenges for Optimized Crisis Alert Management
Objectives:
This PhD thesis aims at exploring the essential aspects of the warning process and thus reinforcing the responsiveness and effectiveness of warning systems in the situation of crisis situations, in order to better protect and support populations and avoid disasters. More specifically, we want to develop a RETEX ontology that integrates the spatial, temporal and organizational dimensions during the warning process. This framework will focus on the spatial experience of actors, analyzing not only the need to adapt warnings to spatial configurations, but also how actors' perception and experience of space guides a specific design of warnings. To achieve this, it is crucial to ask interdisciplinary questions that merge the perspectives of geography, sociology and psychology.
Expected results:
- Interdisciplinary review of the state of the art and positioning: Identify the transversality between disciplines that enable us to assess the spatio-organizational dimensions of warning.
- Case studies and role-playing: Carry out case studies, notably through feedback alerts, to test the applicability of the ontological framework. This will enable us to adjust and refine the proposed models on the basis of feedback.
- Proposals and areas for improvement: proposals for planning or management tools
