UNEP Risø Centre (URC), which is a part of the Systems Analysis Division at Risø DTU, Technical University of Denmark, is seeking a highly qualified candidate for a PhD scholarship. The project will be focusing on the role of national and local institutions in a transition towards low-carbon development with a focus on the region of South-East Asia. The successful candidate will be part of a multidisciplinary international research team at the UNEP Risø Centre, which is one the global leaders in research concerning energy, climate and sustainable development with a focus on in developing countries.
UNEP Risø Centre is an integral part of Risø DTU established in collaboration with Danida and the UN Environment Programme (UNEP). The center works closely with UNEP and a variety of international and national institutions, primarily in developing countries.
The PhD project will focus on establishing a robust and evidence-based understanding of different ways in which a transition towards more sustainable low-carbon societies can be fostered institutionally and politically. Understanding the main institutional barriers and opportunities that may prevent or contribute to such transition will be vital for designing national strategies and practical actions.
The project will focus specifically on the institutional and policy dimensions of establishing and implementing national Low-carbon Development Strategies (LCDSs) and how such strategies can build on or be aligned with domestic development priorities. The PhD study will based on literature studies examining a number of national approaches empirically and analyse the relations between and importance of institutional structures, anchoring of the LCDS efforts and approaches to implementation as well as empirical national and sectoral evidence from the region of South-East Asia.
The study will evaluate not only the current institutional structures in the region of South-East Asia, but also how they have emerged and discuss how they could be developed to further new LCDS activities.
Candidates should have a master's degree in development studies, political science, economics or a similar degree with an academic level equivalent to the master's degree in engineering.
Previous experience with issues like global climate change governance and climate finance is desirable, and especially familiarity with working on institutional capacity development in developing countries. Emphasis is placed on the candidate that during his study experience has shown a high degree of professionalism and has had a practical experience in the thesis work.
It is also important for the successful completion of graduate work research that the applicant is able to work independently, plan and manage long-term and complex workflows. The working language at the center is English, proficiency in English is mandatory requirement, and good knowledge of another UN language is advantageous.

Approval and Enrolment

Salary and appointment terms
The salary and appointment terms are consistent with the current rules for PhD degree students. The period of employment is 3 years. The place of employment is Risø DTU, Roskilde.
