This position will serve as the Youth and Family Sr. Team Leader for Cornell Cooperative Extension Association of Essex County and will provide leadership and management in program assessment, development, implementation, and evaluation of innovative education programs in the Community Vitality program area. The Sr. Team Leader is responsible for the effective management of resources available to Community Vitality programming. The individual will represent Cornell Cooperative Extension of Essex County before the public, community leaders, government officials, grant funders, and Cornell University in conjunction with program area responsibilities. Will assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries, and community leaders. The Sr. Team Leader will develop and facilitate local community task forces/networks to bring together agencies with the goal of combining resources for local programming, cutting back on duplication of services while increasing services available to the community. This position participates as a member of the Association’s Management Team sharing responsibilities for overall Association programming, governance, and operations. The Sr. Team Leader supervises staff working within the Community Vitality program area.

POSITION DETAILS:

This position is a full-time exempt position - 100% FTE. The annual salary for this position will range from $55,000.00 to $60,000.00 commensurate with experience. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, NYS retirement, vacation, sick and personal leave.

POSITION INFORMATION:

Required Qualifications:

  • Master’s Degree.
  • Two (2) years volunteer or related work experience.
  • Valid New York State Driver’s License and the ability to meet travel requirements associated with this position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Preferred Qualifications:

  • Experience with Windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, and Excel.
  • Demonstrated experience in effective supervision and management.
  • Demonstrated experience with fund development, management, and grant writing.
  • Demonstrated experience and ability to work independently and as part of a team with internal and external partners at multiple levels within organizations and across communities.
  • Ability to initiate, plan, organize, implement, and evaluate informal education programs for diverse audiences.
  • Ability to effectively lead, manage, and participate in professional team efforts and highly functioning work teams.
  • Ability to relate effectively to co-workers, advisors, community, and professional leaders and clientele groups.

POSITION RESPONSIBILITIES:

Program Responsibilities:

Assessment - 5%

  • Lead the application of Community Vitality subject matter knowledge to identify gaps and trends in the community (including, but not limited to, 4-H Youth Development, Senior Fitness and Nutrition, and Afterschool programming).
  • Lead the development of program needs assessment with input from various committees and staff.
  • Analyze program needs based on assessments and input from community groups, staff and other interested parties.
  • Make recommendations for programmatic offerings, enhancements or improvements.
  • Participate in multi-disciplinary, multi-association efforts to assess program.  Assist in regional team efforts to assess program.
  • Maintain direct linkage with Cornell University faculty or other Land Grant University faculty and program units for program assessment guidance.
  • Ensure program assessment is within scope of Association and statewide Plans of Work.
  • Develop program needs assessment and assess needs for the program, taking note of traditional as well as emerging opportunities.  

Development - 10%

  • Lead the strategic application of subject matter knowledge to develop educational strategies.
  • Apply high level of disciplinary subject matter knowledge to develop educational strategies that use proven educational methodologies and consider the diversity of the community.
  • Lead the application of high level disciplinary subject matter knowledge to develop educational strategies in support of Community Vitality programming.
  • Lead the development of innovative or alternative (to existing delivery models) educational programs that meet programmatic and community needs, and changing regional and statewide issues.
  • Research, identify and select existing resources for Community Vitality programming that meet the needs of diverse program participants.
  • Lead the development of program materials to address participant needs.
  • Interpret Association and University program direction to create educational programs.
  • Ensure program development is within scope of the Association and statewide Plans of Work.
  • Structure programs to meet the need of diverse program participants.
  • Maintain direct linkages with Cornell University faculty and program units for program development guidance.
  • Develop relationships with partner agencies, organizations, industries, and community leaders to obtain their assistance in program development.
  • Based on program evaluation data, formulate and implement specific strategies to improve overall program quality, deliverables and impact.
  • Develop/create high-quality educational program materials to address the needs of the program and program participants using proven educational methodologies as well as innovative techniques to reach diverse target populations within the community and region.

Delivery - 10%

  • Lead the application of subject matter expertise to create innovative lesson plans to deliver educational programs.
  • Occasionally teach the existing educational programs as defined.
  • Teach the innovative educational program with discretion.
  • Foster acceptance of the program, methods, and policies to address community and individual needs and consider diverse audiences.
  • Provide educational program efforts via mass media.
  • Serve as subject matter expert as it pertains to the health and nutrition department programs.
  • Apply in-depth subject matter knowledge to provide highly complex non-standard responses.
  • Represent CCE before the public, community leaders, government officials, Cornell and other land grant universities as part of program delivery.
  • Evaluate and utilize a variety of proven educational methodologies.
  • Ensure program delivery is within Association and statewide Plans of Work.

Evaluation - 5%

  • Lead the application of subject matter knowledge to evaluate educational programs.
  • Design and/or create program evaluation framework.
  • Implement program evaluation, analyze collected data, and make recommendations for improvements.
  • May be involved in multi-Association team efforts to design or analyze program evaluation.
  • Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.
  • Interpret evaluation data to constituencies and communicate evaluation results and findings.
  • Interact with various constituencies to obtain their evaluation of programs.
  • Ensure program evaluation is within the scope of the Association and statewide Plans of Work.


Administrative Responsibilities:

Direction - 35%

  • Work alongside other Association Leaders and the Executive Director in a shared leadership role (Management Team) to identify, prioritize, and develop Association operational and system needs that improve overall program delivery, operational efficiencies, and organizational culture in line with the organizational strategic plan.
  • Provide leadership to support the development of funding: generating new funds, combining creative program vision and fund development strategies for new fees, grants, contracts, etc.
  • Provide complex administrative tasks in planning for mass media efforts.
  • Plan effective strategic external and internal program communication/marketing efforts.
  • Assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries, and community leaders.
  • Anticipate and/or project expenses based on funding sources, expenditures, guidelines, and procedures and propose a unit budget based on these.
  • Develop staffing plans that manage the complexities of program delivery coupled with fluctuations in staff availability.
  • Provide highly complex administrative tasks to plan educational programs and activities.
  • Provide leadership in the planning of the delivery and structure of established educational programs and goals via various methods.
  • Assist in designing a system of ongoing involvement of citizens that expresses and/or reflects the demographics of the community.


Management - 25%

  • Provide moderately complex administrative management support to the overall organization.
  • Monitor program to ensure that educational content conforms to policies and objectives of the Association and is research knowledge-based.
  • Assist in reviewing funding opportunities and grant proposals.
  • Align appropriate staff skill sets and performance level under established staffing plan to accomplish program objectives.
  • Perform complex tasks related to supervisory responsibility.
  • Monitor income/expense to ensure that spending is within budget constraints.
  • Manage allocation of resources according to established financial strategies.
  • Manage compliance with established financial requirements, including grant and contract provisions.
  • Solve problems and resolve conflicts that arise in the program utilizing appropriate policies and procedures.
  • Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designated staff in accordance with established policies, procedures and protocol, and provide regular staffing updates to the Executive Director as required.


Coordination/Operation - 5%

  • Coordinate program implantation activities and planning efforts.
  • Develop required written reports on activities and accomplishments and communicate results to appropriate stakeholders.
  • Perform moderately complex tasks related to supervisory responsibility as applicable, providing leadership to develop a program staffing plan.
  • Prepare grant documents and submit for funding to maintain existing programs and/or create new priority programs.
  • Effectively maintain professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts. 
  • This position may require the transport of program participants and/or program materials and resources in performing position responsibilities.


Professional Improvement and Other Duties as Assigned - 5%

  • In cooperation with Community Vitality Team Leader and/or Executive Director, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs, and other duties as assigned.
