Position Focus:

Reporting to the Assistant Director of Absence Management Programs, independently plans, organizes, administers and manages Yale University’s Workers’ Compensation Program including: oversight of a third-party administrator (TPA); recommends and negotiates claims settlements; recommends loss control strategies; ensures program compliance to applicable laws and regulations; prepares required reports, and monitors and evaluates the program activities to ensure the delivery of quality services.  Maintains high levels of customer service.

Develops strategies to manage staff, faculty and student worker injury cases; oversees the investigation of claims with the TPA; authorizes (settlements, medical costs) and monitors expenditures; determines the extent of the University’s liability; establishes reserves for anticipated costs on cases.  Interfaces with physicians, attorneys, University constituents; supports the development and coordination of return-to-work plans; attends workers’ compensation hearings; ensures compliance with federal and state regulations, as well as internal policies and bargaining agreements.  Responsible for University-wide training and education on program processes and procedures. Conducts in-person training workshops. 


Essential Duties

1. Responsible for short-term planning for the operation of various human resources functions managed by their staff; plans, manages, monitors, and guides their staff in completion of work. 2. Manages professional and managerial human resources staff and resources to drive financial, operational, and budgetary success within the human resources department. 3. Determines and develops goals; sets work expectations and standards for the work of their managerial and professional staff to execute human resources initiatives efficiently and effectively. 4. Allocates work assignments, issues deadlines to effectively manage and monitor the work ensuring that it is proceeding on schedule and meeting the established quality standards. 5. Manages and monitors work assignments to ensure they are proceeding on schedule and meet the established quality standards.  6. Guided by policies, plans and procedures; identifies, manages, and resolves complex and non-standard technical, operational and organizational issues across one or more functional human resources areas; recommends, implements, and enforces new and improved solutions. 7. Manages staff of exempt and non-exempt employees. 8. May perform other duties as assigned.


Required Education and Experience

Bachelor’s Degree in Human Resources or a related field. Five years of experience or an equivalent combination of education and experience.


Required Skill/Ability 1:

Knowledge of pertinent federal, state and local laws, codes and safety regulations including the State Labor Code, Workers’ Compensation and Americans with Disabilities Act, OSHA, and employment laws.   Ability to interpret, apply and explain laws, codes, regulations and proceedings, and ensure compliance.


Required Skill/Ability 2:

Knowledge of medical and technical terminology used in workers’ compensation injury cases. Civil laws as applied to third-party workers’ compensation cases.  Ability to review a variety of insurance and liability claims.


Required Skill/Ability 3:

Proven ability to direct a workers’ compensation program for a large employer.


Required Skill/Ability 4:

Modern office equipment including computers and software programs – intermediate level expertise with MS Word, Excel and PowerPoint. Proven ability to utilize software to perform data analysis; draft and facilitate presentations to large audiences.


Required Skill/Ability 5:

Knowledge of applicable benefits programs, FMLA, ADA, Short and Long Term disability, retirement plans and university union contracts.


Preferred Education, Experience and Skills:

Bachelor’s degree. Possession of a certificate to administer a self-insured workers’ compensation program for a public entity. Five years of increasingly responsible professional and administrative experience in self- insured or self-administered Workers’ Compensation Program.
