Position Summary

Reporting to and receiving direction from the Associate Registrar, the Veteran Certification Specialist serves as a School Certifying Official (SCO), provides outreach to prospective military affiliated students, and provides academic advising, counseling, certification, and maintenance of

academic records for continuing military-affiliated students. The incumbent is responsible for providing education benefit counseling to prospective military-affiliated admits. The incumbent is responsible for educational counseling and certification of military-affiliated students’

educational plans as well as facilitating registration and enrollment for all military-affiliated students eligible for education benefits. The incumbent is responsible for staffing and coordinating services at the Veteran Services Center and providing support to The VETS Corner.

Position Information

Certify and Support program:

  • Serve as a School Certifying Official, certifying enrollment for eligible military affiliated students. Field inquiries from the VA regarding student records and

    enrollment.

  • Resolve student-scheduling problems, including eligibility, status, payments, administrative and financial holds.

  • Maintain complete, accurate, and compliant student records in Campus Solutions, OnBase, Enrollment Manager, and other records locations, platforms, and systems.

  • Assist with annual application to State Approving Agency (CSAAVE) accreditation to maintain SF State’s compliance with the VA to offer education benefits. Assist with other VA and related compliance paperwork and applicates.

  • Support annual office audit and VA site visit.

Counsel and Advise Students:

  • Advise students on University policies and procedures for certification of enrollment leading to VA educational benefits. Advice provided includes outreach to prospective students on admissions and veteran education benefits, communicating with new and continuing students regarding their eligibility status including fee payments, administrative and financial holds. 
  • Counsel students on their VA certification and University degree progress. Advise students on a variety of related topics including university policy and procedures; education benefits; and degree audit and remaining degree requirements using existing Registrar’s Office reports and tools available to students in Self-Service. 
  • Advise students on academic status, including probation, and interprets and applies policies to resolve issues with disqualification, probation status, and reinstatement. 
  • Advise students on Academic Probation and interprets and applies policies to resolve issues with disqualification, probation status and reinstatement. 
  • Advise students on procedure to petition the Board of Appeals and Review and communicate the board’s decision. Position advises students about deadlines and procedures for registration, probation and disqualification, degree progress and graduation.
  • Make appropriate judgments and recommendations when counseling students on all policies and procedures of the University.

Coordinate programs for military-affiliated community

  • Manage daily operations of VA Work Study student recruiting, training, and scheduling work shifts.
  • Work with the veterans student organization on daily operations and events planning. 
  • Serve as an education benefits liaison across campus, working with other offices, departments, and units to provide on-site benefits advising. 
  • Serve as a liaison to internal and external organizations including the VA Medical Health Center, County VA Service offices, CSU Veterans Affairs, campus student run organizations for veteran students, and SFSU offices including Bursar’s Office, Financial Aid, DPRC, CAPS, Dean of Students, etc. Position keeps apprised of, develops new, and adapts current procedures to continuous changes to benefits as policy changes occur. 
  • Participate as needed on campus-wide yield events or similar events, which may take place on weekends or in the evenings.

Serve as back-up coverage for One Stop, phones, and emails

  • Provide front-facing support as needed by phone, email, and at SF State’s One Stop Student Services counter to students, staff, and faculty. 
  • Provide general information as needed via phone, email, and One Stop.

Other duties assigned 

Demonstrate behaviors that are inline with the user friendly principles (P530C) and principles of conduct for a mutil-cultrual University (P30D)

Demonstrate safe work practices for oneself, others and the office environment 

Minimum Qualifications

Education: Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job-related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. 

Knowledge and Abilities: Working knowledge of the practices, procedures and activities of the program to which assigned; general knowledge of the methods and problems of organizational and program management. General knowledge of research and interview techniques; and of the principles of individual and group behavior.  Proficient with systems commonly used in higher education and other office settings, such as Word, Excel, Adobe, Box.com, OnBase, Zoom, Teams, etc. Experience using PeopleSoft or other enterprise systems. Experience using Enrollment Manager.

Ability to interpret and apply program rules and regulations; use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; obtain factual and interpretative information through interviews; reason logically’ collect, compile, analyze and evaluate data and make verbal or written presentations based on these data; advise students individually and in groups on routine matters where required; recognize multicultural, multi-sexed and multi-aged value systems and work accordingly; establish and maintain cooperative working relationships with faculty, CSU administrators, student organizations, private and public agencies and others in committee work, and student advising and community contacts; and rapidly acquire a general knowledge of the overall operation, functions and programs of the campus to which assigned. Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas Services Office.

Experience: Possession of these knowledge and abilities is typically demonstrated through the equivalent of two years of professional experience in one of the student services program areas or in a related field: experience should give evidence of competence and indicate the potential for further growth. A master’s degree in a job-related field may be substituted for one year of the professional experience.

Preferred Qualifications

Thorough and in-depth knowledge of services provided by SF State to veterans and the dependents of veterans. Ability to analyze problems, make decisions, and provide recommendations about Veterans certifications and VA benefits; advise students individually and in groups on complex student-related matters; establish and maintain cooperative working relationships with a variety of individuals; interpret and evaluate problems, draw valid conclusions and weigh consequences of various alternative courses of action; carry out a variety of professionally complex assignments without detailed instructions; deliver services in an efficient and professional manner.  Earned bachelor’s degree.

Environmental/Physical/Special

Sustained computer use.  May be required to travel to off-campus locations for special activities or conferences.  May be required to work evenings and or weekend events.  This position must be able to work independently in an office that is in a different location from all other Registrar staff. This requires someone who has good judgment, can manage an office, and knows when and when not to make independent decisions.
