Overview:
The Utilities Division (UD) of the Facilities & Operations (F&O) Directorate seeks a Work Center Manager (WCM) to manage the newly established Utilities Operations Work Center. The work center (consisting of 5 craft supervisors, 25 utility operators and 1 janitor) operates all the mechanical systems to provide safe and reliable utility services to support the mission of the Oak Ridge National Laboratory (ORNL). The WCM will ensure the utility systems are staffed and operated in a safe and compliant manner 24/7/365. The WCM will also lead the resource and work scheduling process for mechanical utilities.
Major Duties/Responsibilities:
- Possesses a strong understanding of the mechanical and biological utility systems in order to provide guidance and support to employees and to troubleshoot and resolve technical issues.
- Establishes and maintains a clear direction for the work center, maintains accountability, and promotes a culture as defined in the Safe Conduct of Research Principles.
- Manages salaried and craft personnel – this position is responsible to follow or develop procedures and processes required to operate all utility systems; set employee goals and complete performance evaluations; manage absences (vacation, training, illness, etc.) and coverage for day shift and 12-hour rotating shift employees; resolve employee problems and conflicts
- Provides relief coverage when necessary by acting as the front line supervisor.
- Communicates work directions through shift orders, standing orders, or other similar means to ensure clear communications and understanding between shifts.
- Provides oversight, clear communications, and work planning to ensure internal and external customer needs are met.
- Interacts with all levels of management including other WCMs, CFMs, and customers to prioritize work, as well as System Engineers to coordinate outages and allocate resources to optimize system uptime.
- Manages multiple tasks at any given time.
- Actively promotes continuous improvement and continuous learning across the UD.
- Serves as the work scheduling lead for mechanical utilities.
- Participates in special assignments by CFM or Division Director.
- Conducts safety talks, and field observations to identify issues and verify performance.
- Provides timely notification and reporting of incidents, events, and occurrences.

Basic Qualifications:
- A BS Degree in a technical field with a minimum of eight years progressive, utilities experience. An equivalent combination of education and experience will be considered.
- Experience working 12-hour rotating shift operations
- A minimum of three years of supervisory or management experience.
Preferred Qualifications:
- Experience as a utility system operator and/or supervisor.
- Experience working as a supervisor/manager with craft responsibility.
- Strong leadership, interpersonal, problem solving, and communications skills.
- A demonstrated history of sound technical judgement in areas related to utilities operations.
- A substantial knowledge of ORNL utility systems and facilities, ORNL mission, and the impact of utility systems on research and facility activities.
- Familiarity with labor relations principles and working within a collective bargaining union contract environment is also highly desirable.
- Computer skills and experience to work within utility utilized applications such as FSC, ClickUp, PALS, etc.
- Excellent written and oral communication skills

Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
