Job Duties:


The Training & Compliance Manager reports directly to the Assistant Director for Operations and is responsible for the administration and direction of Federal Motor Carrier Safety Administration regulated commercial operator driver training and departmental compliance with FMCSA regulations and procedures as they apply to commercial passenger carrying fleets. The Training & Compliance Manager is directly responsible for the development, content, review, and compliance of the new hire and on-gong training programs for CDL transit bus operators, CDL motorcoach operators, and non-CDL van operators. The manager will oversee day-to-day training operations including scheduling work assignments for trainers and trainees, CDL permit/licensing requirements, fit-for-duty assessments, policy and procedure adherence, response to accidents and emergencies, training instructor performance reviews, oversee CDL mandated drug and alcohol testing, supervision/direction of training specialists and student training instructors. The Training & Compliance Manager is responsible for ensuring that all units within the organization are in compliance with all federal, state, and local regulations regarding commercial and non-commercial vehicle operations. The Training & Compliance Manager will also work closely with the Operations Manager and other staff in hiring and training 30 to 40 student and temporary/part-time commercial vehicle operators per semester as well as the selection and training of student van operators, training instructors, dispatchers, and operations supervisors.
Management Tasks:

The Training & Compliance Manager is responsible for the delivery of entry level driver training in compliance with Federal Motor Carrier Safety Administration regulations for commercial operators and departmental/university compliance all applicable FMCSA regulations for passenger carrying fleets. The manager serves as administrator of the purchased transit, motorcoach, paratransit training program/software from TAPTCO. The manager provides supervision and direction to the training unit and will be expected to effectively manage two (2) full-time training specialist and 5 – 10 student trainers. The manager oversees the day-to-day operation of the training unit and personnel. The manager sets work schedules, performance and conduct expectations, monitors and approves time via Kronos, and meets with employees on a regular basis to ensure expectations are met and to address any personnel issues. The manager must administer an on-going evaluation process to ensure safe and compliant vehicle operations within set guidelines and expectations in a contentious effort to mitigate risk to the University. The manager will participate and develop content for departmental and small group safety meetings to meet Federal guidelines and address relative and identified topics to cultivate a culture of safety. The manager will hire and train new trainers, provide instruction and guidance to new trainers, create and manage work schedules for all student trainers, ensure schedules are followed and conflicts are handled in a timely manner, schedule and lead team meetings, and execute performance evaluations on all training instructors each semester. Professional growth is important within the department. Must be able to assign and review work for employees, provide necessary feedback and direction on assigned work as needed, and provide ongoing training and development for student and temporary staff while documenting all activity in our custom employee database software. The manager will review incident reports, collaborate with operations staff to perform investigations as needed to determine facts, meet with employees to discuss findings, and recommend disciplinary actions and retraining as appropriate based on established policy, procedure, and department guidelines. Required to keep track of weekly/monthly milestones such as: number of employees in training, tracking accidents and incidents, ADA recertification's for operators, and eligibility to operate State-owned vehicles. Shares responsibility for hiring 30 to 40 student operators each semester, reviewing applications for eligibility, and scheduling interviews with eligible candidates and making selections based on established criteria. Other Management tasks include reporting statistics monthly, per semester, and annually pertaining to training including trainee performance, pass/fail rates, training costs, and trainees hired.
Critical Thinking & Planning:

The Training & Compliance Manager will need to continuously research and develop innovative and effective training plans to aid trainers with instruction and trainees with obtaining their commercial driver's license. The manager must continually assess the effectiveness of the TAPTCO training program(s) and other defensive driving and/or safety programs to ensure compliance and that university needs/expectations are met. The manager will develop safe driving initiatives and programs that cultivate a culture of safety, awareness, and accountability. The manager monitors and assesses each trainee's progress to ensure they are successfully meeting all the requirements to complete the FMCSA entry level driver training program. The manager must be able to review each training session to ensure consistency and quality of instruction, develop a plan of action to assist trainees that encounter challenges beyond the scope of basic training, and meet with trainees at points along their process to ensure quality, consistency, and timeliness of training received. Use a standard criterion to evaluate both trainees and full operators' ability to safely maneuver the vehicle. Evaluations should be comprehensive and evaluate the operator through each progressive milestone. In response to evaluations, the manager should prepare useful feedback and/or additional training if improvement is needed. Must stay current on Federal Motor Carrier Safety Administration regulations and upcoming changes which pertain to commercial passenger carrying fleets to ensure ECU Transit vehicles and operators are compliant. The manager should also develop on-going training programs for all ECU Transit employees focusing on important safety items designed to mitigate risks and injuries. Ensure each employee has successfully completed all required training. Develop and refine training to address other important related skills such as customer service, time management, healthy living, university services available to students/staff, Americans with Disabilities Act (ADA), defensive driving, emergency procedures, and other directly related topics. Generate a timeline that would deliver an adequate number of successful operators to meet the needs of the Operations Unit. Develop and update trainings that equip Training Instructors with the necessary skills to provide accurate information that is consistent with the organization's standards to trainees. Plan meetings with Training Instructors periodically throughout the year to keep them current on instructional information.
Communication & Customer Relations:

The Training & Compliance Manager must communicate effectively verbally and in writing with internal and external customers, employees, and management staff regarding program performance, compliance, safety practices, and changes in policies and protocol. The manager must hold orientation sessions with new hires to introduce our department and the training program. Orientation sessions must be comprehensive and discuss important aspects of the job including performance and conduct expectations, training timeline, departmental and university policy and procedure, and other rules and guidelines outlined in the employee handbook and new hire training manual. The manager will address training, compliance, and safety concerns that arise within the unit and make recommendations on the best course of action to respond and resolve the issue(s). The manager will conduct formal and informal investigations, talk with operators and managers, as needed to gather information and make recommendations for training, retraining, and/or operational changes to mitigate risk. Must investigate and follow-up on reported incidents. Must be able to effectively speak with employees for coaching sessions, evaluations, and on-going feedback. The manager must be able to communicate effectively and maintain positive relationships with employees, campus partners, City/County/State officials, and the general public.
Accident/Incident Investigation:

Vehicular accidents, near misses, injuries, incidents with passengers, and emergencies are natural hazards in transportation. From time to time, vehicles within the ECU Transit fleet are involved in accidents and/or incidents. If an accident or incident occurs, appropriate members of management should respond. The Training & Compliance Manager should respond and assist, wherever necessary, to accidents and emergencies. The manager assists with post-accident interviews, employee drug testing, and fit-for-duty assessments. The manager performs a post-accident/incident review and investigation to determine cause and preventability. The manager reviews documents, statements, video, and other evidence to determine if additional training or retraining is needed and formulates recommendations for improvement and future risk mitigation. The manager complete post-accident/incident documentation as required by the department, university, and Federal Motor Carrier Safety Administration.
Commercial Vehicle Operator:

The manager must maintain a valid North Carolina Class B commercial driver license, with passenger endorsement, and no air brake restriction. Must maintain a valid USDOT medical examiners certificate. Must be able to effectively operate Class B commercial vehicles including transit buses and over-the-road motorcoaches. Must comply with all vehicle/equipment operator competences at the journey level.
Other Responsibilities of the Position:

The manager will work in cooperation with staff and other management for continuous development, review, and adjustment of the policies, procedures, and goals of the organization. Is expected to work varying hours each week to meet the supervisory needs of the department. Is expected to be on-call, with call back responsibility, including nights and weekends on a rotation within the operations unit. Is expected to work some university special events outside of the regular work hours that may occur at night and on weekends. This position is considered mandatory and must report to work during weather events and/or emergencies as instructed by the departmental director. Other duties as assigned.
