Job Description


The TFS Program Coordinator I provides local oversight and leadership to aviation employees assigned to the state of various activities. Provide for direct interaction with inter-agency, contractor and local aviation cooperators. Support agencies and organizations within the region and across the State as needed. Promote local aviation capacity building and the increased capabilities on local and statewide levels. Initiate a portfolio of certification. Have the ability to use GPS, the knowledge of basic law enforcement procedures. Become familiar with predictive services. Participate in agency delivered training. Operate and maintain aviation equipment and other wildland fire suppression equipment and respond to wildland fires and other all-hazard incidents. Conduct self in a professional manner at all times.


 


Responsibilities: 


- Serves as an emergency aviation responder (including all-hazard and wildland fire). Provide briefings to air crews and aviation support personnel as needed. Maintain cost records as required by incident and submit necessary federal reports. Review aviation bases for safety and efficiency. Provide risk assessment input relating to incident aviation operations. Ensure hazards maps are developed and maintained at each base. Provide recommendations for airspace closures and submit requests for TFRs as needed. Coordinate with dispatch and/or military for deconfliction of MTRs as needed. Review aviation communications plans and provide feedback. Review national advisories on aviation equipment and incident operations and disseminate as appropriate. Participate in inter-agency Aviation Safety Technical Assistance Team (ASTAT) as necessary. Provide input for aviation frequency requirements. Evaluate and provide pertinent information for land use agreements for aviation operations.

-Delivers capacity building programs to agency employees and cooperators in aviation-related disciplines.


-Assist in the administration of assigned personnel and delivery of programs developed by the Incident Aviation Operations Officer.


-Serves on TFS Incident Management, Fire Prevention and Urban Interface Mitigation Teams with related training and preparedness. Provide support for agency emergency response training programs and activities.


-Provide support for Field Operations, Forest Resource Development division and other agency programs as required. Assist with cache management for aviation resources. Assist other departments as needed, including prescribed fire, fire department inspections, fuels mitigation, prevention, etc.


-Manage and account for assigned credit cards, vehicle log books, time reports and any assigned equipment in accordance with applicable laws, rules procedures and guidelines. 

-Complies with all loss prevention, environmental health and safety standards as established by applicable laws and rules.


-Other duties as assigned.

Education and Experience: 


Required Education: Bachelor's degree


Preferred Education: Bachelor's degree with emphasis in Natural Resources, Land Management, Fire Science, Emergency Management, Aviation Sciences, Spatial Sciences, Public Administration or Business Administration. 


Required Experience: Four (4) years of demonstrated knowledge of firefighting, emphasis on wildland. Working knowledge of wildfire aviation.


Preferred Experience: Experience as a firefighter and instructor with a wildland fire agency or recognized fire department. Experience in wildfire aviation operations.


 


Knowledge, Skills and Abilities: 


Required Knowledge: Word, Excel, PowerPoint. Working knowledge of wildland firefighting skills, including wildfire tools, firefighter personal protective equipment, wildland fire suppression and working knowledge of firefighting aircraft and UAS.

Preferred Knowledge: Unit Leader qualification with field experience working with an Incident Management Team. Single Resource Boss qualification or aviation-related qualifications.


Required Skills: Strong communication and organizational skills. 


Required Abilities: Ability to work long hours. Multi-task and work cooperatively with others. 


 


Licenses, Certificates and Registrations: 


Required: Valid Texas Driver's license. FFT2

Preferred: Advanced fire line qualifications, particularly aviation related: HECM, FWPT, RTCM, ATIM, UASP, etc. Class A CDL preferred.


 


Other Requirements: 


Required: Response to statewide and national wildfires and all-hazard events. Must meet moderate WCT fitness level of completing a 2-mile walk carrying 25lbs. in 30 minutes or less for in-state assignments.

Preferred: Meet and maintain an arduous physical fitness standard of completing a 3-mile walk carrying 45lbs. in 45 minutes or less.
