Job Summary

Job Description
Defines and documents business functions and processes.
Determines operational objectives by studying business functions; gathering information; evaluating output requirements and formats.
Analyzes and interprets data to help transform and improve Louisiana Medicaid beneficiaries’ healthcare outcomes.
Leverage large amounts of complex, multi-source data to inform day-to-day management of the Louisiana Medicaid program.
Produce analytical reports on measures and metrics set by departmental priorities.
Prepare code and queries using the Medicaid Administrative Reporting System (MARS) data warehouse or other systems developed or used to track Medicaid data.
Translate complex quantitative and statistical analysis for non-technical staff members.
Maintains data dictionary by entering and revising definitions.
Maintain a working knowledge of statistical methods, relevant computer software, and other technologies requires to perform responsibilities.
Constructs workflow charts and diagrams; studying system capabilities; writing specification.
Improves systems by studying current practices; designing modifications.
Analyzes the integration of business functions with technology.
Maintains a working knowledge of accounting, procurement, finance or contract management.
Leads business case development and business process reengineering.
Consults with management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements.
Recommends new processes that yield operational efficiencies.
Develops or assists with project work plans, project timelines, RFI and RFPs.
Conducts insightful, ad hoc analyses to investigate ongoing or one-time operational issues.
Develops a working knowledge of accounting, procurement, finance or contract management.
Conducts cost-benefit analysis.
Conducts knowledge transfers based on business requirements
May produce training materials and conduct training for MTD unit staff.
Other tasks as assigned.

Required Qualifications:


Bachelor’s Degree or six years of professional experience in lieu of a degree.
Two years of professional experience with business requirement documentation.
Two years of professional experience with process and procedure design/documentation.
Two years of professional experience in data analytics/analysis in statistics, sampling or data analytics utilizing statistical programming languages such as SQL, SAS, R, Python or other industry standard.
Excellent analytical skills, effective organizational and time management skills.
Great attention to detail and follow up.
Ability to manage projects, assignments, and competing priorities.
Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, PowerPoint and Excel.

Desired Qualifications:


Three years of professional experience in data analytics/analysis in statistics, sampling or data analytics utilizing statistical programming languages such as SQL, SAS, R, Python or other industry standard.
Three years of professional experience with business requirement documentation 
Three years of professional experience with process and procedure design/documentation.
Three years of professional experience with Agile delivery methodologies (Scrum, Kanban, SAFe, etc.).
Three years of professional experience with Software Development Life Cycle (SDLC) principles.
