Position Summary

SafeInsight is a transformative national education research platform project led by Rice University and OpenStax, in collaboration with top edtech platforms and schools, SafeInsight is redefining the education research landscape by making powerful research accessible for a wide range of scientists, maximizing research's potential to improve learning, and prioritizing the protection of student privacy.

This position is funded through a grant, and as such, the continuation of the position is contingent on the continuation of the funding for it within that grant.

SafeInsight is seeking a Technical Director with a passion for leadership and a strong capacity for building secure and performant technology that serves the public good. You will be responsible for leading our internal and external technical staff to achieve the organization's vision. As a member of SafeInsight's leadership team, your insights will shape technical decisions, budgets, and timelines. Your expertise and people skills will also be vital in setting and achieving technical goals across the organization. Hiring Salary: $178,000 USD

Requirements

  • Bachelor's degree
    • In lieu of the education requirement, additional related experience, above and beyond what is required, on an equivalent year for year basis may be substituted
  • 6+ years of related experience

  • Skills Required
    • Detailed understanding of relevant business and technical knowledge

Essential Functions

  • Participates in the leadership and management of the organization to assure effectiveness of related services and alignment of technical initiatives with the program's business requirements and overall strategy
  • Leads and develops Applications Development teams
  • Proposes, initiates, manages or supports new mission critical technology initiatives and services
  • Directs complex technical projects including proposals, budgets, contract negotiations, project planning and implementation, managing staff, and problem solving
  • Develops, distributes, enforces and integrates best practices and technology standards across the program
  • Recruits and retains high quality technical staff
  • Champions and supports professional development and empowerment for staff
  • Participates in proposing, priority setting of the program's budget
  • Manages vendor contractual relationships and services
  • Assures the availability of high-quality, reliable, innovative, and robust application services and systems
  • Ensures that the program's data and information is stored and maintained securely
  • Performs all other duties as assigned

Additional Functions

  • Serves as the lead technical voice within the program
  • Manages hiring and allocation of internal engineering personnel (e.g. engineering managers, software engineers, quality assurance analysts)
  • Supervises or delegates supervision of internal engineering personnel
  • Coordinates with other directors on priorities, plans, budget, and schedule
  • Facilitates interactions between engineering staff and advisory groups
  • Liaises with and advises external engineering staff
  • Monitors and approves external team technical progress
  • Approves / rejects high-level acceptance tests results
  • Chairs the Architectural Standards Board, approves breaking changes
  • Creates contingency and change request recommendations
  • Ensures the successful execution of technical components in the Fairness, Ethics, Accountability, and Transparency framework
  • Has ultimate responsibility for data privacy and cybersecurity across the program
  • Selects and ensures implementation of privacy and cybersecurity frameworks
  • Reviews all security-sensitive decisions and implementations
  • Establishes and monitors technical best practices across the program
