Description of primary duties and responsibilities:
Primary Purpose of Organizational Unit:

The Fayetteville State University (FSU) Central Stores/Receiving falls under the organizational structure of Business Services within the Business and Finance Division. The Central Stores/Receiving Department’s mission is to provide the timely delivery of products essential to daily departmental operations, to meet and exceed the demands of our patrons as we compete to be the vendor of choice by taking suggestions from our customers, making the necessary improvements in our inventory for all general office supply needs, in order to the fulfill the needs of the campus community.
Primary Purpose of Position:

This is a managerial position in the operation of the Central Stores/Receiving Warehouse, accountable for directing the receipt of all goods purchased by the university and the operation of a large supply store and Central Warehouse operations. The individual is responsible for purchasing, receiving, storing, inventorying, and issuing all supplies, materials, tools, and equipment used for the University through the management of the Central Stores Stockroom. Work also involves preparing estimates for items bought on state contracts, maintaining a formal inventory control system, filling departmental requisitions from stock, and supervising daily warehouse operations.
Planning and Organizing-30%:
  • Plans work operations, ensuring appropriate workforce and other resources are available to achieve short- and long-range goals and objectives; assists in strategic planning to develop plans, organizational structures, and systems to fulfill mission-driven organizational goals; modifies or changes work assignments, workflow, or procedures to ensure effective performance of all duties and delivery of services based on changing needs.
  • Assigns personnel and determines workloads; supervises the routing of deliveries and prepares delivery schedule; supervises and reviews the daily organization and operation of the warehouse.
  • Work also involves preparing bid sales for Surplus Property and listing them via the State Surplus website. Works with State Surplus property to ensure bid sales are properly listed, and monies are received. Works with Powerhouse and Encore Recycling for recycling purposes of electronics and metal.
  • In the performance of event set-ups, forecasts labor requirements, breaks down the workload into assignments, and prioritizes and delegates assignments to staff.

Communications- 20%:
  • Clearly and effectively interprets guidelines, answers inquiries, and advises others regarding processes, services, and operations as applied to non-standard situations; adjusts communication style for different audiences; develops and maintains professional working relationships in complex and/or difficult situations to achieve program/organizational goals.
  • Cultivates professional relationships with all levels of the program/organization, internal and external; takes the initiative in difficult situations without hesitation; encourages others in complex and sensitive situations to reach a mutually agreeable resolution that achieves business goals and maintains positive work relationships across the organization; coordinates and manages communication efforts conveying difficult, crucial, and/or controversial decisions.
  • Communicate with campus departments on the receipt, storage, and purging of all university files per the direction of the established custodian in a confidential manner; ensure files stored are maintained and updated for proper audit trail accountability.
Description of Work Continued:
Budget Management -15%:
  • Works with the Business Services Coordinator to develop and monitor the overall budget, policies and procedures related to the financial reporting of operations; understands and applies financial planning strategies to develop budget; adjusts budget as needed or as directed.
  • Accountable for planning and monitoring the use of expenditures to ensure the work unit is operating within the assigned budget; follows established departmental guidelines to maintain, track, and report expenditures in Banner, reports, claims on cash, focus reporting (as needed), reconciliation of budgetary discrepancies; notification to management of over-expenditures on line items and recommendation for suggested means of resolution and future compliance; ensures no over expenditures occur, and fund balances are maintained according to incoming revenues and established budgets.
  • Management of the financial program to include the handling of diversified receipts, expenditures, transfer of funds, bid/quote approvals, the establishment of billing codes, etc.; reviews all requests for purchases and payment to ensure transactions are conducted within established guidelines; ensures timely charge-backs to appropriate departments on all supply sales and departmental copy/print jobs; exercises sensitivity to the needs of the university community and makes every effort possible to provide cost-saving programs.
  • Assists in the annual budget preparation and management; responsible for establishing and maintaining financial controls to meet goals; achievement of specific financial and non-financial goals as set forth by the university administration.

Human Resources Management -15%:
  • Ensures departmental and university policy/procedure for various Human Resources areas are followed and associated administrative responsibilities completed; plans, monitors, and evaluates the work of staff to ensure mission and goals are met, using varying leadership; leads the workforce planning effort for assigned areas, considering current and future unit and organizational strategic goals and objectives.
  • Assigns personnel and determines workloads; maintains a record of leaves, absences, and overtime; preset goals and objectives are achieved daily through effective use of staff; accountable for maintaining departmental staffing at an acceptable level to meet the demands of the unit.

Safety and Health Management-10%:
  • Reads and interprets university safety policies and determines their applicability; ensures that overall safety program objectives are met, including third-party coordination (e.g., OSHA); takes proactive steps to maximize safe operations and measures the effectiveness of action; develops in-house safety rules primarily directed toward employee safety awareness; trains subordinates in proper safety methods.
  • Participates fully in the university’s staff development processes as it relates to the Emergency Management Program and the undertaking of training exercises and development relevant to your job; adopts safe working practices in line with current university procedures and undertakes appropriate training in Health and Safety.
  • Monitors evaluates and reviews the Business Continuity plan for Business Services on an annual basis.

Other Duties As Assigned-5%
  • Duties in line with the operations of the warehouse.
Minimum Education and Experience Requirements:
  • High school diploma or equivalency
  • two years of supervisory experience in the area of assignment; or equivalent combination of training and experience.

Previous experience in the operation of a Central Stores/Receiving Department setting preferred.
