Job Summary
The University of Utah is seeking a Chief of Party (COP) to spearhead a potential 5-year USAID physical rehabilitation project in Ukraine. The COP will oversee the project’s leadership management and ensure the delivery of project objectives and outcomes. This role carries comprehensive responsibility and authority for project planning, execution, monitoring, and encompasses aspects like envisioning and implementing technical strategies, project management, effective documentation and communication, and nurturing client and stakeholder relationships.
The project’s scope may include additional aspects or future initiatives related to physical and occupational therapy, prosthetics, and assistive technology products. A crucial facet of this endeavor is a dedicated focus on sustainability, with the aim of providing vital services in the long term. Collaboration with diverse partners, including non-governmental organizations, disabled persons organizations, governmental bodies, and the private sector, will be actively pursued. It is important to note that the position is contingent upon the University of Utah being awarded the contract.
USAID outlines three primary objectives:
1. Strengthening national, regional, and local leadership, management, and governance capacities related to the Ukrainian physical rehabilitation sector.
2. Enhancing access to affordable, quality, and sustainable physical rehabilitation services.
3. Developing community-level services and advocating for the inclusion and participation of persons with disabilities and their families.
Responsibilities
  • Strong collaboration skills with internal and external partners, government agencies, international donors, and local Ukrainian partners.
  • Demonstrated strategic diplomacy, conflict management, team building, and negotiation skills.
  • Established leadership, versatility, and integrity skills.
  • Provide leadership and conceptual guidance for the strategy and implementation of all technical components of the project.
  • Coordinate technical aspects with the USAID management team, including meetings, work plans, and technical updates.
  • Design and implement strategic approaches to expand project activities and innovative approaches.
  • Oversee and participate in the preparation of necessary technical and program-related reports, including presentations, white papers, technical briefs, and peer-reviewed publications on the innovation, scale-up, and sustainability of rehabilitation services.
  • Guide and support training and capacity development efforts in support of project activities and deliverables.
  • Provide functional guidance to partners to ensure deliverables are met within timelines and budgets.
  • Ensure effective contract/agreement implementation in strict compliance with clauses, Ukrainian laws and regulations, and Standard Operating Procedures (SOPs).
  • Familiarity with USAID regulations and administrative procedures in implementing donor-assisted projects.
  • Demonstrated subject-matter expertise in health system strengthening, physical rehabilitation, workforce development, service delivery, and/or community-based social services in Ukraine or Eastern Europe.

Minimum Qualifications
  • The Chief of Party will be responsible for overall Activity implementation and results. She/He will be the primary liaison with USAID in-country and ensure that all activities under the Activity are technically sound and appropriate, in compliance with regulations, and that staff and IPs perform. She/He will lead development and implementation of annual work plans, ensuring that Activity resources focus on Activity goals.
    • Minimum five (5) years of senior experience in managing projects of similar scale and
    • complexity with large teams of local and international personnel
    • Master’s degree in health, social policy or physical rehabilitation
    • Prior experience working in physical rehabilitation or a similar development sector on
    • projects funded by international organizations and/or donors
    • Experience working in Ukraine or in the region is preferred
    • Fluency in English required and fluency in Ukrainian desirable
