The Department of Resource Management is the central business office for the College of Engineering.
POSITION SUMMARY:
This is position provide financial analysis and projections, budget management, and fiscal/grant resource management within the College of Engineering. The Fiscal & Business Analyst Sr. is monitors expenditures of complex grants/contracts to ensure compliance of the funding agency and USF policies and procedures. Prepares financial reports, statements, and Excel spreadsheets to consolidate financial/grant activities. The position manages all accounts such as Education & General (E&G), grant, USF Foundation, Research Foundation, Rebate Accounts, Auxiliary Accounts and resolves any discrepancies. This position acts as a primary contact between faculty Principal Investigators (PI) researchers and research financial management of the development, review and subsequent administration of grants, and contracts. This position oversees all grant closeouts post award duties for assigned faculty within the college. Additionally, the position supports other departmental and/or centers financial matters.
RESPONSIBILITIES:
Responsible for the fiscal oversight and management of complex grants/contract awards, which includes reviewing invoicing, accounts receivable, monitoring payments received, releasing budgets, generating budget reports per contractual requirements of sponsoring agencies to USF. Monitors budget and expenses daily to ensure transactions are in agreement with the awarded contract terms and USF's policy. Frequent interactions with interdepartmental staff and external offices at USF to resolve budget and expense related issues. Additionally, collaborate with assigned department chairs and assigned faculty PI in the area of fiscal management, to ensure compliance to the grant/contract agreement. Primary concentration focus will be post-award, while maintaining knowledge of pre-award issues to gain overall understanding of this complex agreements. This position will be assigned to manage the E&G funds as well as the the Center for Assistive, Rehabilitation& Robotics Technologies (CARRT). The CARRT program is a multi-million dollar contract funded by the State of Florida Vocational Rehabilitation (VR) which is a part of the Department of Education in Tallahassee, FL. Within this contract has many rules and regulations which requires an individual with 4+ year of grant management exp.
Prepares financial data as well as reports, statements, and Excel spreadsheets to capture financial activities on active accounts such as grant/contract or E&G of assigned faculty PI's, department chair, and center director. Monitor daily spending to ensure no overspending takes place on any accounts. Interprets grant/contract sponsors regulations and policies. Assist PI's with the preparation of grant required documents (No Cost Extensions, Grant Budget Releases, Grant Underwrites.)
Advise faculty PI's concerning purchasing, payroll, and travel procedures as it pertains to their grants, overhead, and foundation accounts. Approve charges to funding sources accounts and determines the most economical and expeditious of procurement. Initiate budget transfer requests when needed and collaborate with necessary offices at USF or sponsor agencies to ensure accuracy and timely processing.
Cross-check payroll certifications and expenditures against internal log to ensure accuracy. Submit payroll expenditure transfers when necessary. Maintain Personnel Effort Reporting Tool (PERT) and resolve differences with Research Financial Management (RFM). Reconcile p-card queue. Reconcile various accounts with college and university systems.
Makes daily personal contact with college faculty, staff and students. Interacts frequently with various university agencies (Purchasing, HR, Finance & Accounting, DSR, RFM,UCO, and Travel.)
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and 4-6 years of fiscal related work experience; or a Bachelor's degree in no specific required field and fours years of fiscal related work experience; or six years fiscal related work experience.
PREFERRED:
Prefer five years professional business experience including fiscal management as well as experience within a college and/or research setting.
