Department Description

Facilities Management provides operations and maintenance support for all campus facilities. The Utilities Division includes nine major utilities (electricity, gas, steam, chilled water, domestic water, utility water, sewer, storm drainage, solid waste) that are purchased, produced or otherwise provided to the campus.



Job Summary

Under direction from the Director, this position is responsible for establishing unit goals and objectives to meet University and Departmental missions, and is held accountable for meeting expectations for these essential campus infrastructure systems. Understands, interpret, and enforces University policies & procedures. Manages staff and an annual budget of approximately $3 million. Responsible for the management of deferred maintenance projects totaling up to $2 million per year. Responsible for the security and accounting of physical assets assigned to the functional areas. Responsible for personnel actions, including hiring and discipline. Establishes and maintains strong client-focused work teams and develops a cooperative teamwork philosophy to create a working environment that stimulate the development of new service and innovative approaches to improve existing services.

PHYSICAL DEMANDS

  • Climb, crawl, bend, stoop and work in tight, confined areas.
  • Lift/move heavy equipment weighing up to 50 lbs.
  • Must be fit for and wear a respirator for asbestos abatement areas and protection from hazardous chemicals.
  • May work under noisy conditions.

WORK ENVIRONMENT

  • This position is subject to Medical Surveillance procedures and review in accordance with Federal and State laws and regulations and University policy. 
  • This position may, at times, require the individual to work with or be in areas where hazardous materials and/or infectious diseases are present. Specific hazards include but are not limited to: asbestos, PCB’s radioactive materials, industrial and laboratory chemicals, fuels, solvents, infectious materials and wastes, biological hazards and other materials labeled hazardous. 
  • Must possess and maintain a valid California Driver’s License. Position will participate in the DMV Pull Notice System. 
  • This is an exempt position. The workweek for full-time exempt employees is normally considered to be 40 hours; however, greater emphasis is placed on meeting the responsibilities assigned to the position than on working a specified number of hours. Exempt employees do not receive overtime compensation or compensatory time off, or additional compensation beyond the established salary for the position. 
  • This position supports critical campus functions operating 24 hours per day, 365 days per year. To assure adequate support of these functions the employee may be required to participate in an on-call program to facilitate timely return of staff to the campus as required to meet critical needs. 
  • This on-call program may include requirements for the employee to inform the University how they can be reached during non-working hours, to carry University provided radios, cellphones, pagers or other telecommunications equipment which would facilitate communication between the campus and employee during non-work hours, or to accept rotating on-call responsibility which could periodically restrict the off-campus movements of the employee.

MINIMUM QUALIFICATIONS

Minimum License/Certification:

  • Certification in a specialty trade.

Minimum Education/Experience:

  • Degree in engineering or related or equivalent work experience in design, operation, maintenance, and repair of CHCP, steam and chilled water distribution systems.
  • Increasingly responsible supervisory experience of plant operations.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Knowledge of and experience in personnel management and supervision principles and practices, including organization, definition of position descriptions, goal setting & performance review, recruitment and hiring, disciplinary actions, work planning and scheduling, training and professional development, and conflict resolution.
  • Demonstrated skill in system design, operations and maintenance fundamentals, and practices for these systems.
  • Knowledge of engineering and technical standards related to CHCP and thermal distribution systems.
  • Skill to assess individual skills, provide job training.


PREFERRED QUALIFICATIONS

Preferred Knowledge, Skills, and Abilities (KSA):

  • Leadership skills to direct and evaluate employees, communicate effectively with Facilities Management and members of the diverse campus community. 
  • Demonstrated skill in budget management fundamentals, including basic accounting principles, organizational and work breakdown structures, and cost forecasting.
  • Knowledge of local, state and federal codes and regulations pertaining to these systems.
  • Knowledge of engineering project management principles and practices, ability to define technical scopes of work and manage engineering consultants in performance of professional technical work.
  • Knowledge of University and department policies, procedures and standard practices preferred.
  • Knowledge to interpret technical specifications, blueprints, Facilities Management manuals, and other documentation for campus utility systems.
  • Skill in strategic planning to assist in the development and implementation of current and future operating strategic plans.
  • Organizational and management skills.
  • Knowledge of general job safety principles and practices.
  • Skill to estimate and forecast costs. Knowledge of standard procurement and inventory processes.
  • Project management knowledge to deliver projects on time, in budget, and in scope.
  • Skill to operate IBM based personal computer.
  • Customer service skills.
  • Interpersonal, oral and written communication skills.
  • Skill to prioritize tasks.
