May serve as a technical specialist in a particular area, such as federal contracts, state contracts, subcontracts or information systems. Central Role (CR): Typically works on highly complex proposals and awards such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards. Is eligible for delegated authority.
The position will be based in San Francisco, CA. The Senior Research Financial Analyst uses advanced contracts and grants concepts to manage high volume and high complexity transactions. Responsible for complex analysis and coordination of the financial aspects of contracts, grants, and discretionary funds management for Principal Investigators (PIs), and their laboratories. Key aspects of the position include interfacing with the Departmental Finance Office, UCSF Office of Research, UCSF Controller's Office, Supply Chain Management, UCSF Development Office, and Extramural and Intramural Sponsors. Review and guide others in the review of financial and administrative management requirements of clinical and basic research contract and grant proposals, awards, and / or transactions to ensure compliance with institutional and sponsor policies. May review and sign transactions for less experienced staff. The incumbent must be able to coordinate between multiple sites, institutions, and investigators, and navigate complex funding agency guidelines. Skillful execution of a wide range of independent responsibilities, providing high-level post-award support, general fund management, prioritizing and managing all aspects of the workflow are all key elements of this position.
The incumbent's role is to ensure that the awards/gifts of his/her assigned PIs are managed rigorously according to sponsor, UC and departmental requirements and following planning, budgeting, and spending practices that are efficient and minimize audit risk. The incumbent serves as the departmental representative supporting his/her assigned PIs and must show considerable independence in planning, budgeting, tracking down information and keeping detailed records of all financial transactions. While this individual works closely and in concert with departmental faculty and staff, s/he functions as the department's representative to the assigned PIs and reports to the Department's Research Manager, and indirectly reports to the Division Administrator of the designated divisions/PIs.
