Summary

The Senior Manager, Business Operations contributes to the strategic direction of the Pediatrics - Psychology Division's business operations by recommending and implementing changes and process improvements to ensure that current and long-term business goals are met. This role primarily manages experienced professional level employees.

 

This position manages the daily operations of the Pediatrics-Psychology Division in the areas of human resources, financial management, and compliance. This includes, but not limited to, management of the Division's annual budget, collaboration with the Practice Administrator for the TCH annual budget, faculty and staff hiring process and promotions, management of faculty effort reporting (CART) utilizing BCM's PEPT system. Responsible for knowledge and understanding of BCM and TCH policies procedures and may provide tangential leadership support for TCH staff as needed. Works closely with Division Head with all administrative projects.

 

This position is eligible to work a hybrid work schedule (4 days onsite in the Texas Medical Center / 1 day from home).


Job Duties

Financial Management

  • Manage annual budget via Pediatrics “Survivor” program.
  • Collaborate with Practice Administrator for TCH annual budget
  • Manage BCM PEPT and TCH Voyager systems including CART reporting, cost assessments, and monitoring of financial transactions.
  • Responsible for budget update requests and development of individual budget creation, forecasting for unrestricted accounts, BCM research-related grant accounts, and current and ongoing TCH restricted grants and philanthropic dollars.
  • Perform monthly IA reporting in collaboration with TCH Accounting o Management of SSO, travel and personnel budgets.
  • Collaborate with the RRO to clear monthly default reports and provide pre and post-award information as requested.
  • Strategic financial steward for the organization by creating infrastructure (processes, training, and analytics) for revenue growth, spending, cost accounting and reporting.

Leadership

  • Manage 6 Psychology direct reports including:
    • Develop staffing plans, define work responsibilities and prioritization, set performance and development plans, and conduct annual performance evaluations.
    • Establish staffing plans, effort and productivity guidelines according to budget availability and business needs.
    • Lead professional development plans and initiatives.
    • Tangential leadership support for TCH staff as needed.
    • Project lead for all BCM-specific initiatives and new systems.

Administrative/HR

  • Pre-hire activities including business justifications, pro-forma support, HRMS requests, SuccessFactors position management, and recruitment support.
  • Post-hire activities including onboarding, salary and FTE changes, promotion requests, merit increases, and faculty CART changes in PEPT.
  • Employee Relations actions, including acting section liaison for conflict resolution, verbal counsels, and partnership with the main Employee Relations team for escalations as necessary.
  • Communication strategies for crucial conversations and development of disciplinary action plans and clinical performance improvement plans as necessary.
  • Legal, ISO, and compliance liaison, including contractual obligations, visa sponsorship, and appointed section DOI representative.

Operational

  • Collaborate with the Psychology Division Chief, Clinic Chief, and Practice Administrator to:
    • Maximize operational productivity to ensure consistent structure communication, and development of division-wide initiatives.
    • Develop and direct short and long-term strategic initiatives.
    • Lead complex finances, fiscal resources, and budget functions.
    • Drive continuous improvement across the division.

Minimum Qualifications
  • Bachelor's degree.
  • Five years of relevant experience.

Preferred Qualifications and Skills
  • Master's degree in a related field such as Public Health, Healthcare Administration, or Business Administration.
  • Experience in SuccessFactors, PEPT, SAP S4Hana, Jaggaer, Concur (BCM and TCH's applications), and effort reporting.
  • Ability to communicate and influence with senior or executive leadership regarding ongoing operations and initiatives.
  • Knowledge and experience with leading and managing processes, projects, and tactics.
  • Requires expert knowledge, understands impact of own work and how it affects the department.
  • Leadership and talent management.
  • Organizational impact including managing teams with focus on operational strategy for Division and Department.
