Department Overview
The Building & Administrative Services Center (BASC) provides a high-level of client service to the UC Office of the President through the strategic management of UCOP's building portfolio and all related operational activities. Key services provided by the department include managing UCOP owned, leased, and affiliated properties, capital projects, facilities maintenance, space management, event management, sustainability programs and initiatives, and administrative services (mail, moving, parking programs, etc.). The department focuses on providing a work environment that supports all UCOP staff and other users of UCOP's building space in focused individual work and interactive team-based work to support the mission of the University.
Position Summary
With a high degree of autonomy, develops strategies for and manages, through subordinate staff, a large complex portfolio of real estate and capital assets including UCOP owned, occupied or affiliated facilities, serving 2,500+ employees in 12 locations, 14 buildings. Develops strategies for and manages, through subordinate staff all facilities management, real estate capital improvements & renewal, environmental health and safety, event services, and administrative services serving all UCOP staff. Requires a high-level of interaction with UCOP executive and senior leadership and expert internal and external stakeholders with multiple functional disciplines (e.g. brokers, developers, architects, engineers, attorneys, capital finance professionals, etc.). Scope of work includes the following five major areas: 1. Real Estate and Capital Asset Strategies 2. Facility Strategy & Management 3. Environmental Health & Safety Strategy & Management 4. Administrative Services Strategy and Management and 5. Event services. The position also participates with other senior managers to establish strategic plans and objectives, makes final decisions on administrative or operational matters and ensures effective achievement of objectives. The position is responsible for managing and directing a large multi disciplinary department and organization-wide programs. Reviews and approves recommendations for operational planning and control. Makes decisions which could have a serious financial and other risk impacts on the overall UCOP organization.
Key Responsibilities
Facility Strategy & Management (40%): Develops strategies to effectively and efficiently manage all UCOP owned, leased and affiliated facilities. Directs activities of subordinate managers locally and at remote locations. Directs all facility related services including the following; facility strategic planning, space planning, moves and assignments, facility Maintenance, HVAC, MEP- Deferred Maintenance, local municipal coordination and collaboration, UCOP location property management, facility-related represented labor management, custodial services (contracting and management of), event services, and facility vendor management (contracting and management of) and UCOP material management, excess and salvage program. Responsible for close coordination and collaboration with UCOP Community Safety & Security to ensure that aspects of safety & security owned by BASC department support UCOP objectives. Responsible ensuring accurate management and forecasting for a $21 million annual facility and affiliated and deferred maintenance budgets. Provides expert direction of sustainability programs and environmental certification of all UCOP locations. Ensure compliance with all federal, state, local, and UC regulations, standards, laws, policies, etc.
Real Estate and Capital Asset Strategies (30%): Develops expert-level strategic real estate portfolio and portfolio utilization strategies for a 14 building portfolio valued at $140 million. Includes all aspects of real estate strategy development including capital project leadership and management (including design & construction, compliance), expertise in capital and non-capital construction design, procurement, contracting, compliance, and project management, and related safety and compliance matters. Also includes DCFM and building official oversight, and ensuring compliance with all federal, state, local, and UC regulations, standards, laws, policies, etc. Provides direct leadership to team and strategic management of all relationships with developers, brokers, construction management firms, etc. Primary negotiator construction contracts, design and planning firms, etc. In collaboration with UCOP Executive Director, Budget, Finance, Planning & Analysis (BFP&A), develops capital asset management and optimization strategies, including sales and acquisitions, leases, real estate financing optimization, capital financial planning, and building reserve management. Decisions and recommendations made by this position commit significant UCOP financial resources for extended duration.
Operational and Service Excellence (15%): Directs team in operational and service excellence objectives, driving continuous improvement and high client satisfaction. Identifies and proactively pursues improvements utilizing methodologies such as Lean for Service, Kotter Change Management, and other tools. Utilizes metrics and reporting to manage service and drive service improvements. Ability to serve and collaborate effectively with executive-level stakeholders and stakeholders across a variety of functions. Provides and directs subordinate staff in providing executive (VIP) level support for all real estate and facilities matters for and events at the President's Residence.
Environmental Health & Safety Strategy & Management (10%) Provides strategy and management for all UCOP environmental health & safety and risk management programs. Directs expertise/subject matter experts for current and emerging needs for UCOP locations. Implements system wide risk management programs such as loss management, waste water, OSHA, life safety and wellness training through expert subordinate managers. Develops operational policy to ensure compliance with all federal, state, municipal and occupational rules, codes and requirements related to employee safety and security. Directs development, coordination, planning, communication, and execution of training opportunities for local and remote UCOP groups. Directs high-level and specialized functions involving emergency planning, business continuity and risk management, emergency planning and management, maintain emergency operations center for UCOP, EHS Training and Exercise Development, business continuity planning and management, and employee health & safety strategy and related policies. Ensures compliance with federal, state, local, and UC policies, law, and codes.
Administrative Services Strategy and Management (5%): Direct all building administrative services related to the fixed assets through high-level subordinate managers and a staff of represented and unrepresented staff. Identify and direct expert consultants to provide auxiliary services including physical and electronic records management. Provide reliable mail delivery, printing, parking and events services to support all UCOP staff and leadership. Provide strategic planning to provide effective administrative services at lowest cost Direct event services group responsible for executing large multiple location and multi-day events serving 20 to 500 attendees with hotel, location and catering contract negotiations, logistics planning and execution locally and at remote locations. Provide parking services and commuter benefits accounting services to all UCOP staff in compliance with federal and state tax law and policies.

Required Qualifications
REAL ESTATE & CAPITAL ASSETS: Requires expert real estate knowledge in multiple disciplines including: architectural design, engineering, construction, negotiating, capital asset financing and management. Requires broad and deep knowledge of management, marketing, construction and maintenance principles, budgeting, and strategic facility planning. Expert knowledge of construction and facility project management, principles, implementation means & methods, materials, contracting laws, codes and statutes. Extensive experience with campus planning, project development, and capital project design and construction of facilities. Ability to render design expertise, opinion, and maintain overall strategic goals.
FINANCIAL: Strong knowledge of financial principles to analyze financial, operational and budgetary data. Expert knowledge of strategic financial planning principles and techniques including estimating, alternate futures strategies, funding and strategic real estate modeling over multiple time horizons. Broad knowledge of GAAP and best practices for financial management.
FACILITIES: Requires expert facilities strategy and management skills including state and federal contracting, negotiation and ability to read, accurately interpret and apply complex federal, state, city and university policies and regulations. Strong Knowledge of facility sustainability practices and University of California requirements to meet long term goals. Excellent customer service skills and extensive experience delivering building services to a broad customer base.
EMS/EHS: Experience with EH&S responsibilities, risk management strategies, business continuity planning and emergency planning policy, procedures and and response. Expert ability to interpret UC, state, and federal policies and procedures relating to safety programs, building codes, and regulations.
SERVICE & CONTINUOUS IMPROVEMENT: Demonstrated track record of continuous improvement and delivery of responsive, efficient, timely, and high-quality service. Requires ability to develop and manage by metrics and reporting, respond effectively to service issues, and lead team in delivering high-quality services.
POLICY: Advanced knowledge of University of California organization, system-wide and governmental policies and procedures and any related applicable laws and regulations.
PEOPLE: Leadership skills to mentor and develop management staff. Advanced communication and negotiation skills, including political acumen, to work successfully across all levels of the University, outside agencies, consultants and with professional staff. Exceptional ability to work with others, collaborate and perform multiple high level tasks concurrently.
Education
Required Qualifications
Bachelor's degree and minimum of 15 years progressive experience in facilities management, real estate portfolio management, capital assets and improvements, capital and operational budgeting, architecture and/or design, employee health and safety, and delivering high quality service to a diverse group of stakeholders.
Preferred Qualifications
Master's degree in architecture, real estate, business, or other relevant discipline.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
